Justice, Texas Fourteenth District Court of Appeals
Katy Boatman was elected to the Fourteenth Court of Appeals, Place 6, in November 2024. She is board certified in civil appellate law and a member of the Texas Association of Civil Trial and Appellate Specialists.
Prior to becoming a judge, Katy practiced appellate law at a large law firm, handling a wide variety of state and federal appeals. She clerked for the Supreme Court of Texas Justice Dale Wainwright and for the United States Fifth Circuit Court of Appeals Chief Judge Jennifer Elrod. She received her bachelor's degree from Texas A&M University and her law degree from Baylor University School of Law, where she served as a senior executive editor of the Baylor Law Review and was a member of the National Order of the Barristers. Katy has been recognized as a Rising Star in appellate law, was honored as a 40 Under 40 recipient by the Houston Business Journal, and was the sole recipient of the American Bar Association's National Outstanding Young Lawyers Award, Outstanding Young Lawyer of Houston Award, and the Outstanding Young Lawyer of Texas.
Katy has been married to her husband since 2005. They have three children and are involved in several non-profit organizations.
Justice, Texas First District Court of Appeals
Susanna Dokupil was elected to the First Court of Appeals in November 2024. With over two decades of experience, Susanna’s career has spanned all three branches of government as well as private practice. She has been a Special Counsel and Assistant Solicitor General in the Office of the Attorney General of Texas as well as a Special Counsel to the United States Senate Judiciary Committee and a law clerk to the Hon. Jerry Smith on the U.S. Court of Appeals for the Fifth Circuit.
In her role as Special Counsel at the Texas Attorney General’s office, Susanna led teams of litigators focused on protecting Texas’s interests against agency regulations that exceeded the agency’s statutory and constitutional power. As an Assistant Solicitor General, she drafted briefs before the Fifth Circuit and United States Supreme Court, primarily focused on First Amendment issues. Susanna’s experience in private practice has combined traditional commercial litigation with advising technology companies and founders on strategic communications.
Susanna has been a prolific speaker and writer on law and public policy topics, including articles in The Harvard Journal of Law & Public Policy, The Texas Review of Law & Politics, American Enterprise, the Washington Times, and the Houston Chronicle, among others.
Susanna is a graduate of Harvard Law School and also holds degrees from The George Washington University and Baylor University. She lives in Houston and has four children.

April Farris was appointed to the Fifteenth Court of Appeals on September 1 of 2024. April previously served on the First Court of Appeals after being appointed in 2021 and elected in 2022.
Before joining the Court, April was a partner at Yetter Coleman LLP, where she handled complex appellate litigation for energy, technology, and government clients. While in private practice, she was recognized in appellate law by Law360, Best Lawyers in America, and Thompson Reuters' Super Lawyers. In 2020, she was one of five attorneys in the nation to be named a Law360 appellate Rising Star, an honor reserved for lawyers under 40.
April previously served as an Assistant Solicitor General for the State of Texas, handling appeals for various Texas agencies. She is a former councilmember for the Texas State Bar's Appellate Section and a current councilmember for the Civil Rights & Civil Liberties Section. She serves as a trustee for the Texas Supreme Court Historical Association, and she is on the board of the Garland R. Walker Inn of Court in Houston. She is a member of the State Bar of Texas Pattern Jury Charge Oversight Committee, and she is on the editorial board of The Advocate. In 2022 and 2023, she was a guest instructor for Harvard Law School's Introduction to Trial Advocacy Program. She taught Origins of the Federal Constitution with Judge Charles Eskridge at the University of Texas School of Law in 2025, and she previously taught First Amendment at South Texas College of Law.

She graduated from Harvard Law School cum laude in 2009, and she earned her bachelor's degree summa cum laude from Abilene Christian University in 2006.
