Bob Gaglione is an Arbitrator for the American Arbitration Association based in San Diego, California. He also teaches law and politics courses at several universities in Southern California.
From 2019-2021, Mr. Gaglione was a Presidential appointee serving as Deputy Director of the Office of Federal Contract Compliance Programs (OFCCP) at the U.S. Department of Labor.
Mr. Gaglione has over 30 years of legal experience, including most recently, serving as founder and principal of Gaglione Law Group in San Diego, CA, where he practiced civil litigation including business, employment, insurance, real estate, and tort litigation. He previously served as a partner at the law firm of McInnis, Fitzgerald, Rees & Sharkey – one of San Diego’s largest law firms at the time.

George R. La Noue is Professor Emeritus of Political Science and Professor Emeritus of Public Policy at the University of Maryland Baltimore County. He has served as a trial expert in twenty cases involving public procurement preferences. For thirty years, he was Director of the Project on Civil Rights and Public Contracts at UMBC which recently contributed 289 public contracting disparity studies to the Library of Congress. He has been a consultant to nine governments and trial expert in thirty cases where the validity of disparity studies was at issue.

Craig E. Leen is a partner in the Washington, DC office of K&L Gates, where he is a member of the Labor, Employment, and Workplace Safety practice group. Mr. Leen is also the President-Elect of the Bar Association of the District of Columbia.

Ms. Yang is currently teaching Employment Law at New York University School of Law. She previously served as a Senior Fellow at the Urban Institute and a consultant with Working Ideal from 2019-2020. Dan Morenoff is the executive director at the American Civil Rights Project and an adjunct fellow at the Manhattan Institute.

Before practicing law, Morenoff served on the legislative staff of Sen. Phil Gramm (R-TX). John B. Nalbandian serves as a United States Circuit Judge from Kentucky on the U.S. Court of Appeals for the Sixth Circuit. He was nominated and confirmed to that position in 2018. Prior to that, Judge Nalbandian was a partner in the litigation practice group of Taft Stettinius & Hollister LLP in Cincinnati, where he served as the firm’s lead appellate lawyer and also practiced complex litigation in state and federal courts. Judge Nalbandian was board certified by the Ohio State Bar Association as a specialist in appellate law. Prior to joining Taft, Judge Nalbandian practiced for five years in the appellate section of Jones Day in Washington, DC. Upon graduation from law school, Judge Nalbandian clerked for the Honorable Jerry E. Smith of the U.S. Court of Appeals for the Fifth Circuit in Houston. While in private practice, he also served as a board member of the State Justice Institute, a nonprofit organization established by the federal government to improve the administration of justice in state courts. He has also been involved in his community as a board member of the Greater Cincinnati Minority Counsel Program, and as a board member of the Asian Pacific Bar Association of Southwest Ohio. Judge Nalbandian earned his B.S., magna cum laude, from the Wharton School at the University of Pennsylvania and his J.D. from the University of Virginia School of Law, where he was inducted into the Order of the Coif and served as managing editor of the Virginia Law Review.

Joshua directs the litigation for PLF’s Equality and Opportunity Program, where he fights to dismantle unconstitutional barriers to opportunity, freeing individuals to rise based on their choices, character, and ability.
Joshua joined PLF as an attorney in 2007. His litigation practice has covered all PLF subject areas with a particular focus on equality and opportunity. Joshua argued PLF’s 13th case before the United States Supreme Court, Cedar Point Nursery v. Hassid, where the court ruled that a California regulation that allowed union organizers onto private property violated the Fifth Amendment’s Takings Clause. Other litigation highlights of his include ending a decades-long racial quota in Hartford, Connecticut, lifting a ban on boys’ dancing in Minnesota, and vindicating an entrepreneur’s right to start a moving business in Kentucky.

Joshua earned his BA with distinction from the University of Wisconsin-Madison with a triple major in political science, international relations, and German.
