Julian Sanchez is a senior fellow at the Cato Institute and studies issues at the busy intersection of technology, privacy, and civil liberties, with a particular focus on national security and intelligence surveillance. Before joining Cato, Sanchez served as the Washington editor for the technology news site Ars Technica, where he covered surveillance, intellectual property, and telecom policy. He has also worked as a writer for The Economist’s blog Democracy in America and as an editor for Reason magazine, where he remains a contributing editor.

Faisal is a lawyer living in Vermont with his children. Faisal is a former Republican who served in the George W Bush Administration Senior Policy Advisor to the Under at the Department of Homeland Security. Prior to that, Faisal worked at the White House Office of Homeland Security and then later the Homeland Security Council as associate counsel. Prior to his appointment at the White House, Faisal served as the Deputy General Counsel for Policy at the Office of Personnel Management. Professor James W. Coleman is a scholar of energy law. He specializes in North American energy infrastructure, transport, and trade. He is also a nonresident senior fellow at the American Enterprise Institute focused on energy policy.
Professor Coleman has testified before Congress on steps to speed up energy infrastructure permits. He also worked with a team of experts as part of Alberta's Royalty Review to revise the Canadian province's management of its vast oil and gas resources.
Before joining Minnesota, Professor Coleman taught at Southern Methodist University's Dedman School of Law, the University of Calgary’s law and business schools, and Harvard Law School. Earlier, he practiced environmental and appellate law at Sidley Austin in Washington, D.C., and clerked for the Honorable Steven M. Colloton of the U.S. Court of Appeals for the Eighth Circuit.
Professor Coleman received two degrees from Harvard University—a J.D. (cum laude) and B.A. in biology (magna cum laude with highest honors in the field). As a result of his undergraduate thesis on butterfly genetics, which required fieldwork in Central Asia, a species of lycaenid butterfly was named after him—Agrodiaetus ripartii colemani.

Growing up in a military family, Pete traveled a great deal and lived in Seattle, Germany, Alabama, France and Milton in Northwest Florida. While still a teenager, his father passed away unexpectedly, and his widowed mother moved to the family to Orange County. Pete graduated from Boone High School and subsequently continued his education — earning a Bachelor’s degree in Marine Biology from the University of West Florida. While working for the State of Florida at the Orange County Health Department and later Orange County government’s Health and Family Services Department, he earned Master’s degrees in Education and Public Health from Florida State and in Management from Rollins College Crummer School of Business.
During Pete’s own military service in the Florida Air National Guard, he completed coursework in Hospital Administration/Health Services Management at Sheppard Air Force Base with the United States Air Force. He has furthered his education through FEMA Emergency Management coursework, and is certified in the National Incident Management System. He has completed Leadership Orlando, as well as extensive coursework through the Harvard Kennedy School of Government.
Professionally, Pete’s long-term public career has provided far-reaching benefits for residents and visitors in our entire community. As Deputy Director of the Orange County Health and Family Services Department, he was responsible for services including inmate health care at the Orange County jail, the District Medical Examiner’s office, Animal Services, Mosquito Control, the Great Oaks Village residential services for abused, abandoned and neglected children and teens, the EMS system medical direction, Disaster Management, our Environmental Protection Department, Orange County’s mental health services, Social and Family services, Head Start, Community Action, the county Parks and Recreation Division, the county Veteran’s Services Division, and many other units and programs across Orange County. Those responsibilities included oversight and management of over 1,000 employees and budgets approaching 150-175 million dollars. Under his management, budgeting was taken very seriously and his departments did not over-budget to allow a return of funds at years end.
A visionary leader, Pete is well known as a man who recognizes challenges in our community and strives to develop solutions to needs. Through his extensive history of networking and collaborating with both the private and public sectors, he has provided strategic leadership in creating, developing and managing a number of significant programs benefitting residents and visitors. These include the Primary Care Access Network (Access to Care) offering medical care to the uninsured and underinsured, the After School Zone which provides after school care to all middle school children in Orange County public schools, and the Sexual Assault Treatment Center which provides a safe, secure and sensitive response to the medical, psychological and forensic needs of those who have experienced sexual trauma. He was instrumental in the privatization of the Victims Service Center, and in the creation and development of both the Juvenile Assessment Center and the Central Receiving Center. This brief list is just the beginning, and is clear evidence of Pete’s exceptional ability to bring the right leaders to the table, to facilitate open dialogue regarding challenges and issues, and to get the job done.
Pete’s life is a testament to his belief in, and commitment to, public service. Well before running for office Pete gave of his time to his community through his work on a myriad of local and statewide Boards, Coalitions and groups, focusing on issues important to a wide range of individuals, families, organizations and businesses. His service has included participation in the Health Council of East Central Florida (which addresses health care access and cost issues), the Child Advocacy Center Advisory Board (provider of Child abuse exams), the United Way 211 Advisory Board (which created the 211 system), the Health Care Center for the Homeless Advisory Board, the Senior Resource Alliance Council to promote senior access to services, and the Health Alliance (where he was Past Chair and co-founder) and facilitated the constructed a 26,000 sq. ft. clinic in east Winter Garden. Pete created the Primary Care Access Network (PCAN) which provides access to care for more than 90,000 Orange County residents through a collaborative created in 2000. He has furthered served as past chair of the Lake Eola Charter School Board, and the Shepherds Hope Board, the Low Income Pool Council (a State Appointment) which directed 1 Billion in Medicaid funding to Safety Net Hospitals and local projects, the Florida Public Health Association (Past President; state-wide association), the Drowning Prevention Task Force (ultimately spurring development of funding for swimming lessons for Head Start children in Orange County), Hope Now International (Past Chair and Co-Founder) provider of the largest back pack and health screening program in our area, and the AIDS Resource Alliance (Past Chair/Founding Member) offering a case management not-for-profit created for the Ryan White grant programs.
Following his career with Orange County Government, Pete was tapped to serve as Corporate Director of Community and Governmental Relations for Community Health Centers, Inc. — a local leader in access to health care for our residents. His efforts assured the organization was aligned with community partners and expectations — further evidence of his ability to work and collaborate effectively with both the private and public sectors.
In 2012, Pete was elected as our District 3 County Commissioner and was re-elected in 2016 by a nearly 70% margin. His extensive efforts to help our citizens and community have continued to provide much-needed solutions to the problems and challenges we face today. During his terms he has been honored to have his fellow Board members recognize his leadership and vision, and support many initiatives he proposed, including his Ordinance to allow the additional homestead exemption to our seniors; his Ordinance to require certain businesses to post the Human Trafficking Hot Line information; his Resolution against Fracking; his proposal to provide funding for the first and only adult human trafficking emergency shelter in the state (which has recently opened and is now accepting trafficking survivors); and supported his motion to return to the weekly bulk- item refuse pick up wanted by our residents. Numerous other successes during his service as our Commissioner include Water quality projects for our lakes; additional acreage for Cypress Grove Park; increased athletic fields and a splash pad and all-children’s playground for Barber Park; the Pine Castle/South Orange Avenue corridor plan; the Hoffner Road Overlay and Conway Acres wall; and the Small area studies (Rural Enclaves).
While serving as Orange County’s District 3 Commissioner, Pete’s community involvement continues through his efforts with a number of organizations and interests. These include the local Metro Plan (Vice Chair), the Transportation Disadvantaged Council (Past Chairman), the Central Florida Water Collaborative (Secretary), Community Action Board (Chair), the Citizens’ Commission for Children Advisory Board, the Central Receiving Center/Children’s Mental Health Board of Directors (Chair), Kiwanis Club of Central Orlando (Past President), Florida Abolitionists Board of Directors (dedicated to eradicating Human Trafficking and modern-day slavery), the Urban Caucus, where he serves as co-chair, the Florida Association of Counties, and the Healing the Children Advisory Council. Susan Dudley is the Founder and Director of the George Washington University Regulatory Studies Center, established in 2009 to raise awareness of regulations’ effects and improve regulatory policy through research, education, and outreach. From April 2007 through January 2009, Professor Dudley served as the Presidentially-appointed Administrator of the Office of Information and Regulatory Affairs in the U.S. Office of Management and Budget and was responsible for the review of draft executive branch regulations under Executive Order 12866, the collection of federal-government-wide information under the Paperwork Reduction Act, the development and implementation of government-wide policies in the areas of information policy, privacy, and statistical policy, and international regulatory cooperation efforts.
Prior to OIRA, she directed the Regulatory Studies Program at the Mercatus Center at George Mason University, and taught courses on regulation at the George Mason University School of Law. Earlier in her career, Professor Dudley served as an economist at OIRA, as well as the Environmental Protection Agency and the Commodity Futures Trading Commission. She was also a consultant to government and private clients at Economists Incorporated. She holds a Master of Science degree from the Sloan School of Management at MIT and a Bachelor of Science degree (summa cum laude) in Resource Economics from the University of Massachusetts, Amherst.
Distinguished Fellow, Hudson Institute
Christopher DeMuth is a distinguished fellow at Hudson Institute. He was president of the American Enterprise Institute for Public Policy Research (AEI) from 1986 to 2008 and was the D.C. Searle Senior Fellow at AEI from 2008 to 2011.
Mr. DeMuth was raised in Kenilworth, Illinois, and attended the Lawrenceville School (1964), Harvard College (A.B. 1968), and the University of Chicago Law School (J.D. 1973). He served as staff assistant to President Richard M. Nixon from 1969 to 1970, working first for Daniel P. Moynihan (then assistant to the President for Urban Affairs) on urban policy matters and then as chairman of the White House Task Force on Environmental Policy. Following law school, he practiced regulatory, antitrust, and general corporate law with Sidley & Austin in Chicago (1973-1976) and was associate general counsel of the Consolidated Rail Corporation (Conrail) in Philadelphia (1976-1977).
From 1977 to 1981, Mr. DeMuth was lecturer in public policy at the Kennedy School of Government at Harvard University, and director of the Harvard Faculty Project on Regulation. There he taught courses on law, economics, and regulatory policy and conducted and sponsored research on health, safety, environmental, and economic regulation.
Returning to Washington in 1981, Mr. DeMuth served as administrator for information and regulatory affairs in the U.S. Office of Management and Budget, and as executive director of the Presidential Task Force on Regulatory Relief during President Ronald Reagan’s first term of office. From 1984 to 1986, he was managing director of Lexecon Inc., a law-and-economics consulting firm; in 1986, he was also publisher and editor-in-chief of Regulation magazine. He was elected president of the American Enterprise Institute in December 1986.

United States Senate, Alaska
Dan Sullivan was sworn in as Alaska’s eighth United States Senator on January 6, 2015. Sullivan serves on four Senate committees vital to Alaska: the Commerce, Science and Transportation Committee; the Armed Services Committee; the Environment and Public Works Committee; and the Veterans' Affairs Committee.
Prior to his election to the U.S. Senate, Sullivan served as Alaska’s Attorney General and Commissioner of the Alaska Department of Natural Resources. As Alaska's Attorney General, Sullivan’s number one priority was protecting Alaskans, their physical safety, financial well-being, and individual rights – particularly Alaska’s most vulnerable. During his tenure he spearheaded a comprehensive statewide strategy – the “Choose Respect” campaign – to combat Alaska’s high rates of domestic violence and sexual assault. Under Sullivan’s leadership, the Department of Law also undertook an aggressive strategy of initiating and intervening in litigation aimed at halting federal government overreach into the lives of Alaskans and their economy.
As Commissioner of the Alaska Department of Natural Resources, Sullivan managed one of the largest portfolios of oil, gas, minerals, renewable energy, timber, land, and water in the world. Working closely with Alaska’s Governor and state legislature, Sullivan developed numerous strategies that spurred responsible resource development, energy security, and a dramatic increase in good-paying jobs across a number of critical sectors in the Alaska economy. He also developed a comprehensive plan to streamline and reform the state’s regulatory and permitting system.
Sullivan is one of a select number of Alaskan attorneys who has held judicial clerkships on both the highest federal and state courts in Alaska. He served as a judicial law clerk for Judge Andrew Kleinfeld of the United States Court of Appeals for the Ninth Circuit in Fairbanks, Alaska and for Chief Justice Warren Matthews of the Alaska Supreme Court in Anchorage, Alaska. Sullivan also served as a judicial law clerk/intern for Judge James L. Buckley on the United States Court of Appeals for the District of Columbia Circuit.
Sullivan has a distinguished record of military and national security service. He is currently an infantry officer and Lieutenant Colonel in the U.S. Marine Corps Reserves. Over the past 21 years, Sullivan has served in a variety of command and staff billets on active duty and in the reserves, including: TRAP Force Commander and 81mm mortar Platoon Commander, 31st Marine Expeditionary Unit (Special Operations Capable); Weapons Company Executive Officer, Second Battalion, Fifth Marines; Commanding Officer, Delta Company, Anti-Terrorism Battalion; Executive Officer, Echo Company, Fourth Reconnaissance Battalion; and Commanding Officer, 6thAir Naval Gunfire Liaison Company (ANGLICO). In 2004, Sullivan was recalled to active duty for a year and a half to serve as a staff officer to the Commander of U.S. Central Command, General John Abizaid, spending substantial time deployed in the Middle East, the Horn of Africa, and Central Asia. In July 2013, Sullivan was recalled to active duty to serve with a Joint Task Force in Afghanistan focusing on dismantling terrorist networks and criminalizing the Taliban insurgency.
Sullivan served in the Administration of President George W. Bush as the U.S. Assistant Secretary of State for Economic, Energy, and Business under Secretary of State Condoleezza Rice. He focused on fighting terrorist financing, and implementing policies relating to international energy, economic, trade, finance, transportation, telecommunications, and Arctic issues. Sullivan also served as a Director in the International Economics Directorate of the National Security Council staff at the White House.
Sullivan earned a B.A. in Economics from Harvard University in 1987 and a joint law and Masters of Science in Foreign Service from Georgetown University in 1993. Dan and his wife Julie Fate Sullivan were married over 20 years ago in Julie’s hometown of Fairbanks, Alaska. They have three teenage daughters: Meghan, Isabella and Laurel.

Prior to joining Covington, Mr. Wichterman served as Special Assistant to President George W. Bush and as the President’s personal liaison to the conservative movement. He calls upon his nearly two decades of government service and extensive knowledge of the policy-making and political structures in Washington to counsel clients in various industries on a wide range of matters related to patent reform, health care, employment/pensions, technology, pharmaceuticals, financial institutions, and tax policy, among others. Mr. Wichterman also represents coalitions and associations in a variety of industries, including in the automotive field.
In addition to his work on domestic policy issues, Mr. Wichterman has worked extensively on international matters during his time in government and in private practice, and has particular expertise on trade, finance, and sanctions matters, such as the U.S. and EU sanctions against Russia related to the unrest in Ukraine. He advises clients on the ongoing Trans-Pacific Partnership (TPP) negotiations, and while serving in the White House during the Bush administration he was engaged on issues related to the negotiation of the U.S.-Colombia Free Trade Agreement.

Jeremy Rosen is nationally renowned for his proficiency in numerous issues arising under the First Amendment and California’s anti-SLAPP law. Using that knowledge, Jeremy has helped a wide variety of clients – including churches, private businesses, and individuals – defeat lawsuits that seek to impose liability on clients for exercising their rights of petition, free speech, and free exercise of religion. He has also handled hundreds of appeals in numerous appellate courts, including the Ninth Circuit Court of Appeals, the California Supreme Court, and California’s intermediate appellate courts. In addition to First Amendment and anti-SLAPP cases, his cases have involved numerous important issues regarding anti-trust, class actions, wage and hour law, employment law, breach of contract, California’s Unfair Competition Law, CEQA, the enforceability of arbitration clauses, hospital peer review, the scope of public employee whistleblower protection, and the application of the primary assumption of risk doctrine.
Jeremy is a partner at the firm, which he joined in 2001. He is a California State Bar Certified Appellate Specialist and a member of the California Academy of Appellate Lawyers.
Jeremy directed the Pepperdine University School of Law Ninth Circuit Appellate Advocacy Clinic for 6 years. The Clinic represents individuals in the Ninth Circuit who are identified by the court as needing pro bono counsel. Jeremy also previously served a three-year term where he was appointed by the Ninth Circuit to serve as one of 18 appellate lawyer representatives to the court.

Aram A. Gavoor is the Associate Dean for Academic Affairs and an internationally recognized scholar in American administrative law, national security, and federal courts. His co-authored work was cited by the U.S. Supreme Court in Department of Commerce v. New York (2019). His scholarship has earned placement in the Florida Law Review, Indiana Law Journal, Ohio State Law Journal, and other law journals. He has briefed and argued over a dozen high-profile public law cases before a majority of the U.S. Courts of Appeals and numerous cases before almost a third of the 94 U.S. District Courts. Associate Dean Gavoor frequently shares his national security, artificial intelligence policy, and federal courts expertise with international news media, including CNN, BBC World News, Wall Street Journal, NBC News, and ABC (Australia) World News. In 2021, the National Law Journal named Associate Dean Gavoor a Rising Star (top 40 under 40) honoree.
Earlier in his career, Associate Dean Gavoor served as Senior Counsel for National Security in the Civil Division of the U.S. Department of Justice, as third-in-rank Counselor to the Administrator of the Office of Information and Regulatory Affairs in the White House Office of Management and Budget, and in private practice. He received the Attorney General's Award for Distinguished Service in 2019, the Civil Division Special Commendation Award in 2020, 2019, and 2018, and a Commendation from the Human Rights and Special Prosecutions Section of the Criminal Division in 2018.
Associate Dean Gavoor previously served on the law school’s part-time faculty from 2008-2017 before accepting a term-limited position as Visiting Associate Professor from 2017-2019. He received GW Law’s Distinguished Adjunct Faculty Teaching Award from the 2020 and 2017 graduating classes. He currently teaches Constitutional Law II, Administrative Law, National Security Law, and Federal Courts.
