Oliver Dunford joined the Pacific Legal Foundation in March 2017. He litigates across the country to defend and advance individual liberty and the rule of law. Oliver’s cases involve the separation of powers, economic liberty, property rights, and the First Amendment.
Oliver remains inspired by the Classical Liberal ideals upon which our Founders declared independence and secured the blessings of liberty. The Constitution’s promises, however, are not self-executing. As James Madison explained, “In framing a government which is to be administered by men over men, the great difficulty lies in this: you must first enable the government to control the governed; and in the next place oblige it to control itself.” Oliver feels lucky that his work helps oblige the government to control itself—to the end that all individuals may pursue their rights of life, liberty, and the pursuit of happiness.
Before joining PLF, Oliver clerked at the Ohio Supreme Court and the Ohio Court of Appeals, and spent more than a decade in private practice working on complex commercial litigation. Originally from Cleveland, Oliver is a graduate of the University of Dayton and Cleveland-Marshall College of Law, where he was a managing editor for the Cleveland State Law Review. Oliver is admitted to the state bars of Florida, California, and Ohio, as well as several federal courts including the United States Supreme Court.
Oliver spends all of his free time following the Cleveland Indians.
Solicitor General, Georgia Attorney General's Office
As Solicitor General, Andrew Pinson oversees the office’s appellate and multi-state litigation in state and federal courts. He also collaborates on all phases of significant litigation with other attorneys at the Department of Law and advises the Attorney General concerning matters of national interest that may have implications for the state of Georgia. He previously served as Deputy Solicitor General, where he was the Solicitor General ‘s primary advisor for multi-state litigation and federal appellate matters, including in cases before the United States Supreme Court. Before joining the Department of Law, Andrew was a part of the Issues and Appeals practice at Jones Day in Atlanta, where he focused on appellate litigation and complex trial litigation. He represented clients in state and federal courts in matters involving constitutional law, statutory interpretation, federal preemption, open records, family law, products liability, criminal law, patent law, jury issues, civil procedure and class actions. Andrew served as a law clerk to Justice Clarence Thomas on the United States Supreme Court, and before that, to then-Chief Judge David Sentelle on the United States Court of Appeals for the District of Columbia. A Georgia native, Andrew received a B.B.A. in Finance summa cum laude from the University of Georgia. He received his J.D. summa cum laude from the University of Georgia School of Law. While at Georgia Law, he served as Executive Articles Editor for the Georgia Law Review. He is currently a member of the Law School’s Young Alumni/Alumnae Council.

Presiding Justice, Supreme Court of Georgia
Justice Sarah Hawkins Warren was appointed to the Supreme Court of Georgia by Governor Nathan Deal and was sworn in on September 17, 2018. She previously served as Solicitor General for the State of Georgia under Attorney General Chris Carr.
Justice Warren earned a B.A. in Public Policy and Spanish, magna cum laude, from Duke University. After graduation, Justice Warren served as Deputy Press Secretary for the White House Office of Management and Budget.
Justice Warren received her J.D., magna cum laude, from Duke University School of Law, where she served as Editor in Chief of Law and Contemporary Problems and on the Executive Committee of the Federalist Society.
Following her graduation from law school, Justice Warren served as a law clerk to then-Chief Judge J.L. Edmondson of the United States Court of Appeals for the Eleventh Circuit and to the Honorable Richard J. Leon of the United States District Court for the District of Columbia. She also practiced as a litigation partner at Kirkland & Ellis LLP in Washington, D.C., where she represented clients before state and federal courts and was outside counsel to Georgia in Florida v. Georgia, No. 142 Original (United States Supreme Court).
In 2015, Justice Warren and her family returned home to Georgia, where she began service in the Office of Attorney General Sam Olens as Deputy Solicitor General and Special Counsel for Water Litigation. In January 2017, she was appointed Solicitor General by Attorney General Chris Carr, and in that role served as the chief appellate lawyer for the State of Georgia and the primary constitutional law advisor to the Attorney General. As Solicitor General, Justice Warren represented Georgia in multi-state litigation and in appeals before state and federal courts, including in an argument before the United States Supreme Court.
Justice Warren currently serves on the Duke Law School Board of Visitors, the Berry College Board of Trustees, and the Advisory Board for the Atlanta Lawyers Chapter of the Federalist Society. She lives in Atlanta with her husband, Blaise, and their three children.
Solicitor General of Oklahoma
Mithun Mansinghani serves as Solicitor General for the State of Oklahoma. He was appointed by Attorney General Mike Hunter in 2017 after serving for the prior two years as Deputy Solicitor General. As Solicitor General, Mr. Mansinghani leads litigation on behalf of the State in appeals, constitutional matters, and relations with the federal government and other states. This includes representing the State in cases before the Oklahoma Supreme Court and the U.S. Supreme Court.
Prior to joining the Oklahoma Attorney General's Office, Mr. Mansinghani was a lawyer for Gibson, Dunn & Crutcher in Washington, D.C., specializing in appeals and administrative law cases. Mr. Mansinghani also served as a law clerk to the Honorable Jerry E. Smith on the United States Court of Appeals for the Fifth Circuit. He received his bachelor's degree magna cum laude in both political science and policy studies from Rice University and his law degree with honors from Harvard Law School, where he served as editor of the Harvard Law Review.
United States District Judge, Eastern District of Kentucky
Chad served as solicitor general from 2019 to 2021, overseeing all civil and criminal appellate litigation involving the commonwealth, and leading a team of nearly 30 appellate lawyers.
Chad has also served as the chief deputy general counsel (2015-2019) to the governor of Kentucky. In that role, he represented the governor in litigation and advised the governor and other executive branch officials on a wide variety of legal and policy issues.
After graduating law school, he clerked for Judge John M. Rogers on the US Court of Appeals for the Sixth Circuit, and also for Judge Amul R. Thapar on the US District Court for the Eastern District of Kentucky.
