Upon his resignation as the Legal Adviser of the U.S. Department of State in January 1993, Mr. Williamson rejoined Sullivan & Cromwell's Washington, D.C. office. He originally joined the Firm in 1964 after graduating from New York University School of Law, where he was an editor of the Law Review. He became a partner of the Firm in 1971, moved to its London office in 1976, returned to its New York office in 1979, moved to its Washington, D.C. office in 1988 and became Of Counsel in 2007. In 2018, he retired from the firm.
At Sullivan & Cromwell, Mr. Williamson engaged in a broad and wide-ranging domestic and international financing and transactions practice, as well as advice with respect to corporate governance issues, the United States’ economic sanctions laws, the ethics rules applicable to government officials and the immunities of foreign sovereigns and international organizations.

Edwin Meese III, the prominent conservative leader, thinker and elder statesman, continues a quarter-century formal association with The Heritage Foundation as the leading think tank’s Ronald Reagan Distinguished Fellow Emeritus.
In that capacity, Meese oversees special projects and acts as an ambassador for Heritage within the conservative movement.
Meese was chairman of Heritage’s Center for Legal and Judicial Studies from its founding in 2001 until what he calls his “semi-retirement” on Feb. 1, 2013.
He joined Heritage in 1988 as the think tank's first Ronald Reagan Distinguished Fellow -- the only policy chair in the country to be officially named for the 40th president. His work focused on keeping President Reagan’s legacy of conservative principles alive in public debate and discourse.
The legal center now bears his name, in recognition of Meese’s contributions to the rule of law and the nation’s understanding of constitutional law. Its mission is to educate government officials, the media and the public about the Constitution and legal principles -- and how they affect public policy.
Perhaps best known as U.S. attorney general during Reagan’s second term, Meese’s service to the conservative icon stretched from the California governor’s mansion in 1966 to the White House in 1981 before he went to the Department of Justice four years later.
His Heritage “hats” kept Meese among the major conservative voices in national policy debates at an age when most men and women enjoyed quiet retirements.
In 2006, for example, Meese was named to the Iraq Study Group, a special presidential commission dedicated to examining the best resolutions for America's involvement in Iraq. In the past few years he wrote and spoke about constitutional topics ranging from religious liberty to the responsibility of Supreme Court justices.
Immediately after Reagan's death in 2004, and in the years since, Meese often agreed to major media appearances to discuss the lasting impact of his old friend, mentor and boss. Meese spent much of his adult life working for Reagan, first after the former actor, sports announcer and athlete was elected as California’s governor in 1966 and then when he sought and won the presidency in 1980.
Reagan never forgot Meese's loyalty and hard work. During a press conference at which reporters questioned Meese's actions at the Justice Department, Reagan replied: "If Ed Meese is not a good man, there are no good men."
During the Reagan governorship, Meese served as executive assistant and chief of staff from 1969 through 1974 and as legal affairs secretary from 1967 through 1968. He previously was deputy district attorney in Alameda County, Calif.
From January 1981 to February 1985, Meese held the position of counsellor to the president -- the senior job on the White House staff -- and functioned as Reagan's chief policy adviser. In 1985, he received Government Executive magazine's annual award for excellence in management.
Meese served as the 75th attorney general of the United States from February 1985 to August 1988. As the nation's chief law enforcement officer, he directed the Justice Department and led international efforts to combat terrorism, drug trafficking and organized crime.
Meese’s relationship with Heritage began when he met with senior management to discuss the think tank's landmark policy guide, Mandate for Leadership, prepared for the incoming administration. Meese later recalled that Reagan personally handed out copies of the 1,093-page book to members of his Cabinet and asked them to read it. Nearly two-thirds of Mandate's 2,000 recommendations would be adopted or attempted by the Reagan administration.
More than a decade after joining Heritage, Meese assumed the chairmanship of its Center for Legal and Judicial Studies. Under his guidance, the center counseled White House staffers, Justice Department officials and Senate Judiciary Committee members on the importance of filling judicial vacancies with qualified men and women who are committed to interpreting the Constitution according to the founding document's original meaning.
The center became known for hosting "moot court" practice sessions to sharpen the arguments of attorneys slated to bring important cases before the Supreme Court. Those cases addressed constitutional issues ranging from property rights to racial preferences in primary and secondary schools to restrictions on free speech in campaign finance law.
Meese headed the legal center's Advisory Board for the writing and editing of the best-selling book, The Heritage Guide to the Constitution (Regnery, 2005). In it, 109 experts walked readers through a clause-by-clause analysis of the Constitution. Sen. Tom Coburn (R-Okla.) was among those keeping the reference work handy during Judiciary Committee hearings on Supreme Court nominees.

As both attorney general and counsellor to Reagan, Meese was a member of the Cabinet and the National Security Council. He served as chairman of the Domestic Policy Council and the National Drug Policy Board. After Reagan won the White House in the 1980 election, Meese headed the transition team. During the campaign, he was the Reagan-Bush Committee's senior official.
Meese had a career outside government and politics. From 1977 to 1981, he was a law professor at the University of San Diego, where he also directed the Center for Criminal Justice Policy and Management.
He was an executive in the aerospace and transportation industry as vice president for administration of Rohr Industries Inc. in Chula Vista, Calif. He left Rohr to return to the practice of law, doing corporate and general work in San Diego County.
A retired colonel in the Army Reserve, Meese remains active in numerous civic and educational organizations.

Charles “Cully” Stimson is a widely recognized expert in national security, homeland security, crime control, drug policy and immigration. A senior legal fellow at The Heritage Foundation since 2007, Stimson became Manager of the National Security Law Program in Heritage’s Institute for Constitutional Government in April 2013 after serving as Heritage’s chief of staff for a year.
Stimson writes and lectures on policy issues such as the law of armed conflict, terrorist detainee policy and interrogations, the Geneva Conventions, military commissions, the Patriot Act and FISA, criminal law and the death penalty, immigration and the war on drugs. As chief of staff to then-Heritage President Edwin J. Feulner, he was a key adviser on public policy matters as well as manager of Feulner’s office staff and Heritage’s day-to-day operations.

Vince Vitkowsky chaired the Executive Committee of the Federalist Society’s International and National Security Law and Policy Practice Group for over a decade. Curtis Bradley is the William Van Alstyne Professor of Law and Professor of Public Policy Studies at Duke University, as well as a co-director for the Center for International and Comparative Law. His scholarly expertise spans the areas of international law in the U.S. legal system, the constitutional law of foreign affairs, and federal jurisdiction, and his courses include International law, Foreign Relations Law, and Federal Courts. Bradley graduated magna cum laude from Harvard Law School in 1988. He then clerked for Judge David Ebel of the 10th U.S. Circuit Court of Appeals and Justice Byron White of the U.S. Supreme Court. After his clerkships, Bradley practiced law for several years at Covington & Burling in Washington, D.C. He began teaching in 1995 at the University of Colorado School of Law, and he received tenure there in 1999. In 2000, he joined the faculty at the University of Virginia School of Law as a full professor. In 2004, he served as counselor on international law in the Legal Adviser's Office of the U.S. State Department. He is currently a member of the Secretary of State's Advisory Committee on International Law. Bradley joined the Duke Law faculty in 2005.

Judge Livingston was appointed United States Circuit Judge for the Second Circuit on May 17, 2007 and entered on duty June 1, 2007. Prior to her appointment she was the Paul J. Kellner Professor of Law at Columbia Law School, where she also served as Vice Dean from 2005 to 2006. Judge Livingston joined the Columbia faculty in 1994. She continues to serve as a member of that faculty as the Paul J. Kellner Professor.
Judge Livingston received her B.A., magna cum laude, in 1980 from Princeton University, where she was elected to Phi Beta Kappa. She received her J.D., magna cum laude, in 1984 from Harvard Law School, where she was an editor on the Harvard Law Review. Following law school, she served as a law clerk to Judge J. Edward Lumbard of the United States Court of Appeals for the Second Circuit.
Judge Livingston was an Assistant United States Attorney in the Southern District of New York from 1986 to 1991 and she served as a Deputy Chief of Appeals in the Criminal Division from 1990 to 1991. She was an associate with the New York law firm of Paul, Weiss, Rifkind, Wharton & Garrison from 1985 to 1986 and again from 1991 to 1992, when she elected to pursue an academic career. Judge Livingston was a member of the University of Michigan's Law School faculty from 1992 until 1994.
Judge Livingston is a co-author of the casebook, Comprehensive Criminal Procedure, and has published numerous academic articles on legal topics. In December, 2012, Chris Schroeder returned to the Duke Law School faculty after serving for nearly three years as Assistant Attorney General in the Office of Legal Policy at the United States Department of Justice, where he supervised the evaluation of President Obama’s nominees to the federal judiciary and provided policy advice to the Attorney General and the White House on a variety of law enforcement and national security issues. Chris has also served as acting Assistant Attorney General in the Office of Legal Counsel where he was responsible for legal advice to the Attorney General and the President on a broad range of legal issues, including separation of powers, other constitutional issues, and matters of statutory interpretation and administrative law. Professor Koh is one of the country’s leading experts in public and private international law, national security law, and human rights. Edwin Meese III, the prominent conservative leader, thinker and elder statesman, continues a quarter-century formal association with The Heritage Foundation as the leading think tank’s Ronald Reagan Distinguished Fellow Emeritus.
In that capacity, Meese oversees special projects and acts as an ambassador for Heritage within the conservative movement.
Meese was chairman of Heritage’s Center for Legal and Judicial Studies from its founding in 2001 until what he calls his “semi-retirement” on Feb. 1, 2013.
He joined Heritage in 1988 as the think tank's first Ronald Reagan Distinguished Fellow -- the only policy chair in the country to be officially named for the 40th president. His work focused on keeping President Reagan’s legacy of conservative principles alive in public debate and discourse.
The legal center now bears his name, in recognition of Meese’s contributions to the rule of law and the nation’s understanding of constitutional law. Its mission is to educate government officials, the media and the public about the Constitution and legal principles -- and how they affect public policy.
Perhaps best known as U.S. attorney general during Reagan’s second term, Meese’s service to the conservative icon stretched from the California governor’s mansion in 1966 to the White House in 1981 before he went to the Department of Justice four years later.
His Heritage “hats” kept Meese among the major conservative voices in national policy debates at an age when most men and women enjoyed quiet retirements.
In 2006, for example, Meese was named to the Iraq Study Group, a special presidential commission dedicated to examining the best resolutions for America's involvement in Iraq. In the past few years he wrote and spoke about constitutional topics ranging from religious liberty to the responsibility of Supreme Court justices.
Immediately after Reagan's death in 2004, and in the years since, Meese often agreed to major media appearances to discuss the lasting impact of his old friend, mentor and boss. He has summarized the Reagan legacy in three accomplishments: Reagan cut taxes and kept them low. He worked to defeat and end the Soviet Union and its worldwide push for communism. And he restored America's faith in itself after years of failure and "malaise."
"I admired him as a leader and cherish his friendship," Meese wrote in a 2004 essay for Heritage members and supporters. "Ronald Reagan had strong convictions. He was committed to the principles that had led to the founding of our nation. Meese spent much of his adult life working for Reagan, first after the former actor, sports announcer and athlete was elected as California’s governor in 1966 and then when he sought and won the presidency in 1980.
Reagan never forgot Meese's loyalty and hard work. During a press conference at which reporters questioned Meese's actions at the Justice Department, Reagan replied: "If Ed Meese is not a good man, there are no good men."
During the Reagan governorship, Meese served as executive assistant and chief of staff from 1969 through 1974 and as legal affairs secretary from 1967 through 1968. He previously was deputy district attorney in Alameda County, Calif.
From January 1981 to February 1985, Meese held the position of counsellor to the president -- the senior job on the White House staff -- and functioned as Reagan's chief policy adviser. In 1985, he received Government Executive magazine's annual award for excellence in management.
Meese served as the 75th attorney general of the United States from February 1985 to August 1988. As the nation's chief law enforcement officer, he directed the Justice Department and led international efforts to combat terrorism, drug trafficking and organized crime.
Meese’s relationship with Heritage began when he met with senior management to discuss the think tank's landmark policy guide, Mandate for Leadership, prepared for the incoming administration. Meese later recalled that Reagan personally handed out copies of the 1,093-page book to members of his Cabinet and asked them to read it. Nearly two-thirds of Mandate's 2,000 recommendations would be adopted or attempted by the Reagan administration.
More than a decade after joining Heritage, Meese assumed the chairmanship of its Center for Legal and Judicial Studies. Under his guidance, the center counseled White House staffers, Justice Department officials and Senate Judiciary Committee members on the importance of filling judicial vacancies with qualified men and women who are committed to interpreting the Constitution according to the founding document's original meaning.
The center became known for hosting "moot court" practice sessions to sharpen the arguments of attorneys slated to bring important cases before the Supreme Court. Those cases addressed constitutional issues ranging from property rights to racial preferences in primary and secondary schools to restrictions on free speech in campaign finance law.
Meese headed the legal center's Advisory Board for the writing and editing of the best-selling book, The Heritage Guide to the Constitution (Regnery, 2005). In it, 109 experts walked readers through a clause-by-clause analysis of the Constitution. Sen. Tom Coburn (R-Okla.) was among those keeping the reference work handy during Judiciary Committee hearings on Supreme Court nominees.

As both attorney general and counsellor to Reagan, Meese was a member of the Cabinet and the National Security Council. He served as chairman of the Domestic Policy Council and the National Drug Policy Board. After Reagan won the White House in the 1980 election, Meese headed the transition team. During the campaign, he was the Reagan-Bush Committee's senior official.
Meese had a career outside government and politics. From 1977 to 1981, he was a law professor at the University of San Diego, where he also directed the Center for Criminal Justice Policy and Management.
He was an executive in the aerospace and transportation industry as vice president for administration of Rohr Industries Inc. in Chula Vista, Calif. He left Rohr to return to the practice of law, doing corporate and general work in San Diego County.
A retired colonel in the Army Reserve, Meese remains active in numerous civic and educational organizations.

Charles “Cully” Stimson is a widely recognized expert in national security, homeland security, crime control, drug policy and immigration. A senior legal fellow at The Heritage Foundation since 2007, Stimson became Manager of the National Security Law Program in Heritage’s Institute for Constitutional Government in April 2013 after serving as Heritage’s chief of staff for a year.
Stimson writes and lectures on policy issues such as the law of armed conflict, terrorist detainee policy and interrogations, the Geneva Conventions, military commissions, the Patriot Act and FISA, criminal law and the death penalty, immigration and the war on drugs. In 2008 he came to the University of Texas School of Law as a visiting professor, and then joined UT on a permanent basis in 2009. He became the Associate Dean for Academic Affairs in 2011.
Professor Chesney teaches a variety of courses, including: Constitutional Law, National Security Law, Foundations of Cybersecurity: Law, Institutions, and Policy; Law of the Intelligence Community; History of U.S. Counterterrorism Law & Policy: 1970 to Present; Evidence, Civil Procedure, and an array of seminars. Michael D. Ramsey is Warren Distinguished Professor of Law at the University of San Diego School of Law, where he teaches and writes in the areas of Constitutional Law, Foreign Relations Law and International Law. He is the author of The Constitution’s Text in Foreign Affairs (Harvard University Press), co-editor of International Law in the U.S. Supreme Court: Continuity and Change (Cambridge University Press), and co-author of two casebooks, Transnational Law and Practice (2d ed., Aspen) and International Business Transactions: A Problem-Oriented Coursebook (14th ed., West). His scholarly articles have appeared in publications such as the Yale Law Journal, the University of Chicago Law Review, the Georgetown Law Journal and the American Journal of International Law. He received his B.A. magna cum laude from Dartmouth College and his J.D. summa cum laude from Stanford Law School. Prior to teaching, he served as a judicial clerk for Judge J. Clifford Wallace of the United States Court of Appeals for the Ninth Circuit and for Justice Antonin Scalia of the United States Supreme Court, and practiced law with the law firm of Latham & Watkins, where he specialized in international finance and investment. He has taught as a visiting professor at the University of California, San Diego, in the Department of Political Science and at the University of Paris – Sorbonne, in the Department of Comparative Law.
Executive Director of the Military Law and Policy Institute and AMVETS Legal Clinic
Professor Rotunda is regarded as a leading expert in military law and currently teaches Law of War and a Family Violence Clinic. She is the author of Honor Bound: Inside the Guantanamo Trials, published by Carolina Academic Press (2008). She directed the Clinic for Legal Assistance to Service Members at George Mason School of Law, where she and her students successfully represented military families in various legal disputes, including Physical Evaluation Boards and Traumatic Service Group Life Insurance Appeals. Rotunda has recovered hundreds of thousands of dollars for disabled troops.
Professor Rotunda began her career in the US Army JAG Corps and has since been recruited by the National Veterans Legal Services Program (NVLSP) to produce a series of instructional DVDs about military law. She has also authored a coordinating outline and co-authored NVLSP's forthcoming book regarding military administrative/disability proceedings, to be published by Lexis Nexis. She remains in the Army Reserves and holds the rank of Major. Rotunda has served in several missions related to the Global War on Terror: she served in Guantanamo Bay, was the legal advisor to a team of investigators pursuing leads in the war on terror, served as a prosecutor at the Office of Military Commissions, represented wounded troops at Walter Reed Army Medical Center, and was the lawyer assigned to Jessica Lynch after Lynch's rescue.
Professor Rotunda is an avid writer and advocate for soldiers. She has written op-eds for The Christian Science Monitor, The Wall Street Journal, The Chicago Tribune, and The Washington Times. She is a regular television and radio commentator regarding military law and the ongoing trials in Guantanamo Bay. She has appeared on more than 20 nationally-syndicated radio shows, including The Michael Reagan Show, The Dennis Miller Show, and the Jim Bohannon Show. Rotunda has also appeared on national and international television news programs, including Hannity's America, the Brit Hume Report, and Al Jazeera.

Stephen I. Vladeck is a professor of law at the Georgetown University Law Center, and is a nationally recognized expert on the federal courts; the Supreme Court; national security law; and military justice.
Vladeck is author of the New York Times bestselling book, “The Shadow Docket: How the Supreme Court Uses Stealth Rulings to Amass Power and Undermine the Republic,” which won the 2023 Writers’ League of Texas Book Award for Non-Fiction and was a finalist for the 2024 ABA Silver Gavel Award for Media and the Arts. Vladeck is also a highly regarded appellate advocate, having argued three cases before the U.S. Supreme Court and over a dozen before various lower federal civilian and military courts. He has received numerous awards for his influential and widely cited legal scholarship, his prolific popular writing, his teaching, and his service to the legal profession—including the 2024 University of Texas President’s Research Impact Award and his selection by the Order of the Coif to serve as its Distinguished Visiting Professor for 2025.

Vladeck graduated from Yale Law School in 2004—where he was executive editor of the Yale Law Journal and won the Harlan Fiske Stone Prize for outstanding moot court oralist and shared the Potter Stewart Prize for best moot court team performance. After law school, he clerked for the Honorable Marsha S.
