The Biden Agenda for Oil & Gas: Ambitions and Limitations

During his Presidential campaign, President Biden promised to ban “new oil and gas permitting on public land and water” by executive order on his first day in office. Following through on this promise would ban not just new federal oil and gas leases, but also drilling on federal leases that companies had already paid for. It could even ban new oil and gas pipelines, since pipelines cross small streams that are technically “federal waters.” The new administration has only implemented parts of these sweeping promises and no one knows exactly how far it will go. Professor Coleman will discuss what the Biden administration has done so far, what it may do in the future, and the legal and political limits it may run up against.
