The Tennessee Constitution, unlike the United States’, guarantees rights to victims of crime and to alter government in any manner (indeed, it insists that “nonresistance against arbitrary power and oppression is absurd, slavish”). At the same time, it specifically empowers the legislature to “regulate the wearing of arms with a view to prevent crime,” has been interpreted to convey economic rights, and obligates the legislature to provide “a system of free public schools.” What does this practically mean for the freedom of Tennesseans?
