Paige Gilliard is an attorney in Pacific Legal Foundation’s D.C. office, where she focuses on property rights and environmental law. Prior to joining PLF, Paige served as a Special Advisor in the Office of the Executive Secretariat at the Environmental Protection Agency in Washington, D.C., where she advised the Director on legal and environmental issues. 

Paige believes property rights are foundational to our free-market economy and to the liberties enjoyed by all Americans. Her interest in the liberty movement was sparked by collegiate studies in political philosophy and ethics, in particular the works of Aristotle and John Locke. She is committed to protecting individuals and businesses from onerous and unconstitutional regulations and laws. 

Prior to joining EPA, she served as a Constitutional Law Fellow in PLF’s Sacramento office, where she studied and litigated pressing environmental law issues, from the Endangered Species Act to the Clean Water Act.  

Paige is a graduate of the University of Notre Dame Law School and Saint Mary’s College of California, where she earned her B.A. in philosophy with honors. At Notre Dame, she was the managing senior editor of the Journal of Law, Ethics & Public Policy. She is an accomplished equestrian, proud dog owner, and enthusiastic traveler.
