Biography

Hon. Kenneth L. Marcus is an internationally recognized expert in civil and human rights, as well as a leader in the fight against anti-Semitism on and off university campuses. He is the Founder, Chairman, and CEO of The Louis D. Brandeis Center for Human Rights Under Law, the leading civil rights legal organization fighting against anti-Semitism. The New York Times has called him “The Man Who Helped Redefine Campus Anti-Semitism.” He been described, in that paper, as “the single most effective and respected force” to combat anti-Semitism.

During his public service career, Marcus served as Assistant U.S. Secretary of Education for Civil Rights; Staff Director at the U.S. Commission on Civil Rights; and General Deputy Assistant U.S. Secretary of Housing and Urban Development for Fair Housing and Equal Opportunity.

In academia, he serves as Professorial Lecturer in Law at George Washington University. He formerly held the Lillie and Nathan Ackerman Chair in Equality and Justice in America at the City University of New York’s Bernard M. Baruch College, served as Visiting Research Professor of Political Science at Yeshiva University, and was a Board of Visitors member George Mason University and Distinguished Senior Fellow at that university’s law school. He is a member of the editorial board of the Journal of Contemporary Antisemitism and previously served as Associate Editor of the Journal for the Study of Anti-Semitism.

Marcus is also author of The Definition of Anti-Semitism (Oxford University Press) and Jewish Identity and Civil Rights in America (Cambridge University Press). He has published widely in academic journals as well as in more popular venues such as The Wall Street Journal, Washington Post, Newsweek, USA Today, and Politico. He is a graduate of Williams College and the University of California at Berkeley School of Law.

Earlier in his career, he was a litigation partner in two major law firms, where he conducted complex commercial and constitutional litigation. He also serves as Chairman emeritus of the Executive Committee of the Federalist Society for Law & Public Policy Civil Rights Practice Group.

Carlos G. Muñiz

Chief Justice, Florida Supreme Court

Biography

Justice Carlos G. Muñiz was appointed to the Florida Supreme Court by Governor Ron DeSantis on January 22, 2019, becoming the 89th Justice since statehood was granted in 1845. Previously, he served as general counsel for the United States Department of Education, where he led the Office of the General Counsel and provided legal and policy advice to the United States Secretary of Education and to other senior department officials.

Justice Muñiz has wide-ranging legal and policy experience from his years as an attorney and consultant in private practice. He served for three years as the deputy attorney general and chief of staff to Florida Attorney General Pam Bondi. In that capacity he was responsible for managing a 400-lawyer staff and overseeing duties that included enforcement and litigation, legislative affairs, and communications.

During this time, Justice Muñiz worked with state attorneys general throughout the country and developed substantial experience in multistate enforcement actions, consumer protection issues, government investigations, and disputes between the states and the federal government.

In addition to his service in the Attorney General’s Office, Justice Muñiz held positions of responsibility throughout Florida state government. He served as deputy general counsel in the Office of Governor Jeb Bush, as a deputy chief of staff and counsel in the Office of the Speaker of the Florida House of Representatives, and as general counsel of the Florida Department of Financial Services.

Justice Muñiz is a graduate of the University of Virginia and of Yale Law School. Upon receipt of his law degree, he clerked for Judge José A. Cabranes of the U.S. Court of Appeals for the Second Circuit and for Judge Thomas A. Flannery of the U.S. District Court for the District of Columbia.

Sarah Parshall Perry

Vice President & Senior Legal Fellow, Defending Education

Biography

Sarah Parshall Perry is vice president and senior legal fellow at Defending Education.

Before coming to Defending Education, Sarah served as a Senior Legal Fellow for the Edwin Meese III Center for Legal and Judicial Studies, part of the Institute for Constitutional Government at Heritage, where her work centered on civil rights and the proper role of the courts.

Sarah joined Heritage after serving as Senior Counsel to the Assistant Secretary for Civil Rights at the U.S. Department of Education where she focused on policy reform, technical guidance, and the Office for Civil Rights’ (OCR) annual report to Congress. While at OCR, she was appointed by the Acting Assistant Secretary to co-chair the Employment Engagement, Diversity, & Inclusion Council and, in coordination with the Deputy Assistant Secretary for Enforcement oversee the hiring of dozens of attorneys for OCR’s 12 regional offices nationwide. Prior to her tenure at the Department of Education, she spent six years at the Family Research Council in Washington, D.C. where she was Senior Fellow for Education Reform and later, became the regular substitute host for the “Washington Watch” radio show. Her work at the Family Research Council also included the building and oversight of multiple policy coalitions geared toward the fight against antisemitism in academia, curbing tech censorship, and protecting religious liberty.

Before joining FRC, Sarah was in-house counsel and director of development for a Baltimore advertising agency, providing management of all new business transactions from pitch to contract execution for the multi-million-dollar enterprise. She began her practice at the litigation firm of Simms Showers, LLP where her work included Title VII employment discrimination, maritime/admiralty, and False Claims Act (“Qui Tam”) law. Sarah has a law degree from the University of Virginia School of Law, where she was an editor of the Virginia Journal of International Law, a recipient of the American Jurisprudence award, a Phi Delta Phi honor society member, and a student practitioner in the appellate litigation clinic where she argued before the 4th Circuit Court of Appeals. She holds a B.S. in Journalism with honors from Liberty University.

Her commentary and analysis have appeared in media outlets across the country, including the AP, BBC, Fox News, NPR, The Hill, Washington Post, Washington Times, and the New York Times. She is the mother of three children, and the author of just as many books on the trials and triumphs of parenting children on the autism spectrum. Sarah is a member of the Kirkpatrick Society at the American Enterprise Institute, and makes her home north of Baltimore, Maryland.

Ilya Somin

Biography

ILYA SOMIN is Professor of Law at George Mason University and the B. Kenneth Simon Chair in Constitutional Studies at the Cato Institute. His research focuses on constitutional law, property law, democratic theory, federalism, and migration rights. He is the author of Free to Move: Foot Voting, Migration, and Political Freedom (Oxford University Press, revised and expanded edition, 2022), Democracy and Political Ignorance: Why Smaller Government is Smarter (Stanford University Press, revised and expanded second edition, 2016), and The Grasping Hand: Kelo v. City of New London and the Limits of Eminent Domain (University of Chicago Press, 2015, rev. paperback ed., 2016), coauthor of A Conspiracy Against Obamacare: The Volokh Conspiracy and the Health Care Case (Palgrave Macmillan, 2013), and co-editor of Eminent Domain: A Comparative Perspective (Cambridge University Press, 2017). Democracy and Political Ignorance has been translated into Italian and Japanese.

Mark Goldfeder

Biography

Rabbi Dr. Mark Goldfeder, Esq. is the CEO and Director of the National Jewish Advocacy Center, Inc. He has served as the founding Editor of the Cambridge University Press Series on Law and Judaism, a Trustee of the Center for Israel Education, and, by Presidential appointment, as a member of the United States Holocaust Memorial Museum Council.

Goldfeder has taught law across the country and around the world as Senior Lecturer at Emory University School of Law, Spruill Family Senior Fellow at the Center for the Study of Law and Religion, Director of the Restoring Religious Freedom Project, and as a visiting professor at Georgia State University School of Law, Florida Southern College, University of Padua (Italy), Scuola Galileana (Italy), IDC’s Radzyner Law School (Israel) and Bar Ilan Law School (Israel).

Goldfeder holds two rabbinic ordinations (yoreh yoreh; Yeshiva University and Rivavot Ephraim) and two judicial ordinations (yadin yadin; Rav Gedaliah Dov Schwartz, Av Beth Din, Rabbinical Council of America and Chicago Rabbinical Council, and Rav Dovid Schochet, President, Toronto Rabbinical Council).

Goldfeder’s work focuses on law and religion, constitutional law, and international law. He publishes widely in those areas, including both academically and in popular publications like CNN, The Wall Street Journal, The Hill, Forbes, and other major media outlets. He is also co-author of the five-volume treatise Religious Organizations and the Law (Westlaw). Goldfeder handles cases involving antisemitism issues around the country, and lectures and writes widely on those topics. He has worked with local, state, and federal legislators on measures to support the Jewish community, and has defended students, professors, businesses, and nonprofits targeted for their support of the Jewish State. He has worked on cases at the International Criminal Court in the Hague, and has successfully represented clients including American and Israeli nonprofits in federal litigation.

In 2017, he received the Opher Aviran Stand with Israel Award from Hillel, and in 2018, the Jon Barkan Israel Advocacy Award from the American Israel Public Affairs Committee in recognition of his work. He received his Doctorate and LLM degrees from Emory University and his Juris Doctor degree from NYU School of Law. He received his Bachelor of Arts at Yeshiva University in Journalism.

Kimberly Hermann

Biography

Kimberly Hermann serves as Executive Director for Southeastern Legal Foundation.

Kim has worked with Southeastern Legal Foundation since 2009. Her belief in liberty and desire to serve started at a young age – instilled by her parents’ dedication to hard work, family values, and love for America.

After earning her undergraduate degree in Analytical Finance and graduate degree in Accounting from Wake Forest University, Kim worked as a licensed CPA with an international accounting firm. But her strong belief in individual liberty, the rule of law, and accountability in government led her to pursue a career in law. While in law school at Georgia State University College of Law, Kim served as a law clerk at SLF. After graduating, Kim worked at a private law firm in Atlanta where she specialized in financial and business litigation but continued to serve SLF in a pro bono capacity. In 2013, Kim returned to SLF full-time and is proud to dedicate her career to the freedom-based law movement.

Kim advances liberty through litigation in federal and state trial and appellate courts on issues ranging from government overreach, free speech, property rights, and economic liberty. In addition to representing clients, Kim testifies before state legislatures, drafts model legislation, and regularly publishes legal articles. Through SLF’s legal initiatives, she informs Americans about their constitutional rights, equipping them with the tools they need to stand up to government overreach. Her work and that of Southeastern Legal Foundation is regularly covered by national media and you will frequently hear or see her on radio, podcasts, and television.

Yascha Mounk

Biography

Yascha Mounk is a writer and academic known for his work on the crisis of democracy and the defense of philosophically liberal values.

Born in Germany to Polish parents, Yascha received his BA in History from Trinity College Cambridge and his PhD in Government from Harvard University. He is a Professor of the Practice of International Affairs at Johns Hopkins University, where he holds appointments in both the School of Advanced International Studies and the SNF Agora Institute. Yascha is also a Contributing Editor at The Atlantic, a Senior Fellow at the Council on Foreign Relations, a Moynihan Public Fellow at City College. Ilya Shapiro

Senior Fellow and Director of Constitutional Studies, Manhattan Institute

Biography

Ilya Shapiro is a senior fellow and director of constitutional studies at the Manhattan Institute and a contributing editor of City Journal. Previously he was executive director and senior lecturer at the Georgetown Center for the Constitution, and before that a vice president of the Cato Institute.

Shapiro is the author of Lawless: The Miseducation of America’s Elites (2025) and Supreme Disorder: Judicial Nominations and the Politics of America’s Highest Court (2020), coauthor of Religious Liberties for Corporations? (2014), and editor of 11 volumes of the Cato Supreme Court Review (2008-18). He has contributed to a variety of academic, popular, and professional publications, including the Wall Street Journal, Harvard Journal of Law & Public Policy, Washington Post, Los Angeles Times, USA Today, National Review, and Newsweek. He also regularly provides commentary for various media outlets, writes the Shapiro’s Gavel newsletter on Substack, and once appeared on the Colbert Report.

Shapiro has testified many times before Congress and state legislatures and has filed more than 500 amicus curiae “friend of the court” briefs in the Supreme Court. He lectures regularly on behalf of the Federalist Society, is a member of the board of fellows of the Jewish Policy Center, was an inaugural Washington Fellow at the National Review Institute, and has been an adjunct law professor at the George Washington University and University of Mississippi. Vincent Conitzer

Professor of Computer Science & Director, Foundations of Cooperative AI Lab (FOCAL), Carnegie Mellon University

Biography

Vincent Conitzer is the Director of the Foundations of Cooperative AI Lab (FOCAL) and a Professor of Computer Science with affiliate appointments in Machine Learning and Philosophy. Prior to this he was the Kimberly J. Jenkins Distinguished University Professor of New Technologies and Professor of Computer Science, Professor of Economics, and Professor of Philosophy at Duke University. He is also Head of Technical AI Engagement at the Institute for Ethics in AI, and Professor of Computer Science and Philosophy, at the University of Oxford. He received Ph.D. (2006) and M.S. (2003) degrees in Computer Science from Carnegie Mellon University, and an A.B. (2001) degree in Applied Mathematics from Harvard University. Conitzer works on artificial intelligence (AI). Much of his work has focused on AI and game theory, for example designing algorithms for the optimal strategic placement of defensive resources. More recently, he has started to work on AI and ethics: how should we determine the objectives that AI systems pursue, when these objectives have complex effects on various stakeholders?

Conitzer has received the 2021 ACM/SIGAI Autonomous Agents Research Award, the Social Choice and Welfare Prize, a Presidential Early Career Award for Scientists and Engineers (PECASE), the IJCAI Computers and Thought Award, an NSF CAREER award, the inaugural Victor Lesser dissertation award, an honorable mention for the ACM dissertation award, and several awards for papers and service at the AAAI and AAMAS conferences. He has also been named a Guggenheim Fellow, a Sloan Fellow, a Kavli Fellow, a Bass Fellow, an ACM Fellow, a AAAI Fellow, and one of AI's Ten to Watch. He has served as program and/or general chair of the AAAI, AAMAS, AIES, COMSOC, and EC conferences. Conitzer and Preston McAfee were the founding Editors-in-Chief of the ACM Transactions on Economics and Computation (TEAC).

He is the Founder, Chairman, and CEO of The Louis D. Brandeis Center for Human Rights Under Law, the leading civil rights legal organization fighting against anti-Semitism. The New York Times has called him “The Man Who Helped Redefine Campus Anti-Semitism.” He been described, in that paper, as “the single most effective and respected force” to combat anti-Semitism.

During his public service career, Marcus served as Assistant U.S. Secretary of Education for Civil Rights; Staff Director at the U.S. Commission on Civil Rights; and General Deputy Assistant U.S. Secretary of Housing and Urban Development for Fair Housing and Equal Opportunity.

In academia, he serves as Professorial Lecturer in Law at George Washington University. He formerly held the Lillie and Nathan Ackerman Chair in Equality and Justice in America at the City University of New York’s Bernard M. Baruch College, served as Visiting Research Professor of Political Science at Yeshiva University, and was a Board of Visitors member George Mason University and Distinguished Senior Fellow at that university’s law school. He is a member of the editorial board of the Journal of Contemporary Antisemitism and previously served as Associate Editor of the Journal for the Study of Anti-Semitism.

Marcus is also author of The Definition of Anti-Semitism (Oxford University Press) and Jewish Identity and Civil Rights in America (Cambridge University Press). He has published widely in academic journals as well as in more popular venues such as The Wall Street Journal, Washington Post, Newsweek, USA Today, and Politico. He is a graduate of Williams College and the University of California at Berkeley School of Law.

Earlier in his career, he was a litigation partner in two major law firms, where he conducted complex commercial and constitutional litigation. He also serves as Chairman emeritus of the Executive Committee of the Federalist Society for Law & Public Policy Civil Rights Practice Group.
