James Baehr

James Baehr, USMCR

General Counsel, Pelican Institute for Public Policy

James Baehr is General Counsel of the Pelican Institute for Public Policy. Formerly an Assistant United States Attorney in the Eastern District of Louisiana, he previously clerked for Judge Edith Brown Clement of the United States Fifth Circuit Court of Appeals. He served on active duty as a defense counsel judge advocate in the United States Marine Corps, defending his fellow Marines in court-martial and administrative proceedings in cases ranging from war crimes to free speech matters. He currently holds the rank of major in the Marine Corps Reserves.

Mr. Baehr is the president of the New Orleans Lawyers Chapter of the Federalist Society and serves on the Executive Committee of the Criminal Law & Procedure Practice Group. He was previously the president of the alumni and student chapters for the University of Virginia, where he received his J.D. and an M.A. in legal history. He earned his Bachelor of Arts cum laude from Dartmouth College.
