General Counsel, Governor Doug Ducey

Ms. Foster has served as the General Counsel for Arizona Governor Doug Ducey since 2018 and has served in his administration since he assumed office in 2015.  As General Counsel, on behalf of the governor she champions fiscal responsibility and works to reduce unnecessary regulation within state government, while overseeing litigation and judicial appointments across the state. Anni successfully renegotiated the state’s 20 year old gaming compacts which resulted in a grand compromise to amend compacts with 20 tribes and enactment of legislation to legalize off-reservation mobile sports betting and fantasy sports in Arizona. She has served in a variety of leadership roles spanning several state agencies. Prior to her service in Governor Ducey’s office, Ms. Foster served concurrently as the General Counsel and Executive Officer/Chief of Staff for the Arizona Department of Public Safety, Arizona's state law enforcement agency. Her tenure as Executive Officer marked the first time a non-sworn civilian served in that position. Ms. Foster has served as an Assistant Attorney General for the Arizona Attorney General's Office, where she gained broad experience in procurement, administrative, criminal, contract and constitutional law. She counseled and trained law enforcement all across Arizona regarding racial profiling and immigration enforcement while also addressing regulatory issues related to public safety.  Ms. Foster holds a juris doctorate from Gonzaga University School of Law in Spokane, Washington.  A dedicated public servant, Anni serves on the Commission for Access to Justice and the Arizona Bar Foundation. She has also served her community through organizations such as the Boy Scouts of America and her church. A native east coaster, Ms. Foster has made her home in the wild west of Arizona where she enjoys spending time with her sons and dog outdoors.
