Secretary, U.S. Department of Agriculture
Sonny Perdue came by his knowledge of agriculture the old fashioned way: he was born into a farming family in Bonaire, Georgia. From childhood, and through his life in business and elected office, Perdue has experienced the industry from every possible perspective. Uniquely qualified as a former farmer, agribusinessman, veterinarian, state legislator, and governor of Georgia, he became the 31st United States Secretary of Agriculture on April 25, 2017.
Perdue’s policies as U.S. Secretary of Agriculture will be guided by four principles which will inform his decisions. First, he will maximize the ability of the men and women of America’s agriculture and agribusiness sector to create jobs, to produce and sell the foods and fiber that feed and clothe the world, and to reap the earned reward of their labor. It should be the aim of the American government to remove every obstacle and give farmers, ranchers, and producers every opportunity to prosper. Second, he will prioritize customer service every day for American taxpayers and consumers. They will expect, and have every right to demand, that their government conduct the people’s business efficiently, effectively, and with the utmost integrity. Third, as Americans expect a safe and secure food supply, USDA will continue to serve in the critical role of ensuring the food we put on the table to feed our families meets the strict safety standards we’ve established. Food security is a key component of national security, because hunger and peace do not long coexist. And fourth, Perdue will always remember that America’s agricultural bounty comes directly from the land. And today, those land resources sustain more than 320 million Americans and countless millions more around the globe. Perdue’s father’s words still ring true: We’re all stewards of the land, owned or rented, and our responsibility is to leave it better than we found it.
Additionally, Perdue recognizes that American agriculture needs a strong advocate to promote its interests to international markets. The United States is blessed to be able to produce more than its citizens can consume, which implies that we should sell the bounty around the world. The relationship between the USDA and its trade representatives, as well as with the U.S. Trade Representative and Department of Commerce, will be vital. The work of promoting American agricultural products to other countries will begin with those relationships and will benefit us domestically, just as it will fulfill the moral imperative of helping to feed the world. Perdue has pledged to be an unapologetic advocate for American agriculture.
Under Secretary Perdue, the USDA will always be facts-based and data-driven, with a decision-making mindset that is customer-focused. He will seek solutions to problems and not lament that the agency might be faced with difficult challenges.
As a youngster growing up on a dairy and diversified row crop farm in rural Georgia, Perdue never fully realized that the blessings of purposeful, meaningful work would serve him as well as they have in life. When he was a young boy feeding the calves and plowing the fields, he was an integral part of the workforce on his father’s farm. As the son of a mother who was an English teacher for 42 years, he benefitted from her teachings as well – not just by instilling in him the beliefs he still holds dear, but also by lending him an appreciation and respect for language and proper grammar. But more than anything in his life, it was the family farm which shaped Sonny Perdue. He has lived and breathed the exhilaration of a great crop and the despair and devastation of a drought. He learned by experience what his father told him as a child, “If you take care of the land, the land will take care of you.”
The work ethic cemented in him by his farming roots has remained with Sonny Perdue throughout his life. As a younger man, he served his country in the U.S. Air Force, rising to the rank of Captain. After earning a Doctor of Veterinary Medicine from the University of Georgia, he put that training to use in private practice in North Carolina. As a member of the Georgia State Senate for eleven years, he eventually ascended to the position of President Pro Tempore as elected by his senate colleagues. As a two-term governor of Georgia, he was credited with transforming a budget deficit into a surplus, dramatically increasing the student performance in public schools, and fostering an economic environment that allowed employers to flourish and manufacturers and agricultural producers to achieve record levels of exports. He followed these accomplishments with a successful career in agribusiness, where he focused on commodities and transportation in enterprises that have spanned the southeastern United States. These experiences have proven invaluable in his current role as principal advocate for American agriculture and all that it serves.
Perdue is a strong believer in good government, in that it should operate efficiently and serve the needs of its customers: the people of the United States. As a state senator, he was recognized as a leading authority on issues including energy and utilities, agriculture, transportation, emerging technologies and economic development, and for his ability to grasp the nuances of complex problems. As governor, he reformed state budget priorities, helped Georgians create more than 200,000 new jobs, and promoted his home state around the world to attract new businesses. In 2009, the Reason Foundation’s Innovators in Action magazine recognized Perdue as a leader who “aggressively pursued new strategies to increase the effectiveness and efficiency of government and deliver better value at less cost to taxpayers.” In addition, he was named “Public Official of the Year” in October 2010 by Governing Magazine. To this day, his thoughts are never very far from the wishes of the citizens – the true owners of the government.
Perdue’s views on agriculture have always been shaped by his first-hand knowledge of all of its aspects, both as a farmer and as an agribusinessman. He appreciates the daily concerns and needs of American farmers, while also understanding the intricacies of global commodities markets. He is acknowledged as a national leader in agriculture, having served as a board member for the National Grain & Feed Association, and as President of both the Georgia Feed and Grain Association and the Southeastern Feed and Grain Association. Perdue has long-standing, close relationships with the leadership of the American Farm Bureau and has been recognized by the Georgia 4-H and FFA programs, among others, for his leadership in agriculture.
As the product of Georgia, a state where agriculture is the leading economic driver, Perdue recognizes that agriculture is an issue and industry which cuts across political party boundaries. He recognizes that the size, scope, and diversity of America’s agricultural sector requires reaching across the aisle so that partisanship doesn’t get in the way of good solutions for American farmers, ranchers, and consumers.
Perdue has been married to Mary Ruff Perdue for 45 years and has four adult children and fourteen grandchildren. He and his wife have served as foster parents for eight children awaiting adoption. Perdue remains a licensed airplane and helicopter pilot and avid outdoor sportsman.

Anastasia Boden is Director of Constitutional Scholarship at Pacific Legal Foundation, where she leads the organization’s Supreme Court commentary and directs scholarly analysis in support of the firm’s litigation. Dr. John Eastman is the former Henry Salvatori Professor of Law & Community Service and former Dean at Chapman University's Dale E. Kent S. Scheidegger has been the Legal Director of the Criminal Justice Legal Foundation since December 1986. He also served as Chairman of the Criminal Law Practice Group of the Federalist Society 2003 to 2005. Arthur Rizer is the Vice President for the Program on Technology, Criminal Justice and Civil Liberties at Lincoln Network. In addition to his work at Lincoln, Arthur is a visiting lecturer at University College London, and an adjunct professor at George Mason University’s Antonin Scalia Law School. Arthur is also a member of Columbia University Justice Lab’s Executive Session for the Future of Justice Policy, the Federalist Society’s Executive Committee of the Criminal Law Practice Group, the Virginia Advisory Committee to the U.S. Commission on Civil Rights, and other advisory bodies.
Before joining Lincoln, Arthur was founding director of the R Street Institute’s program on criminal justice and civil liberties. Prior to that, Arthur taught at West Virginia University’s College of Law, and was a visiting professor at Georgetown University Law Center. He also served as a trial attorney with the U.S. Justice Department, primarily as a federal prosecutor in the Criminal Division, where he targeted command-and-control drug cartel leaders and narco-terrorists. He also served as a prosecutor in the U.S. Attorney’s Office for the Southern District of California and in the civil division. Earlier in his career, Arthur served in the U.S. Army, originally enlisting as a private before later receiving a commission. He served as an armor officer, later becoming the commander of a military police company and a Reserve Officers’ Training Corps assistant professor. He deployed to Fallujah, Iraq, with the mission to train the Iraqi Infantry and served as an MP acting battalion commander and executive officer. He retired as a lieutenant colonel from the U.S. Army (WVNG). During his Army career, Arthur received the Bronze Star, Purple Heart, Meritorious Service and Iraq Campaign medals.
Arthur is the author of three books: Lincoln’s Counsel (2010); The National Security Implications of Immigration Law (2013); and Jefferson’s Pen: The Art of Persuasion (2016).
Arthur earned his bachelor’s degree in political science from Pacific Lutheran University; a master of laws, with distinction, from Georgetown University’s Law Center; and his JD, magna cum laude, from Gonzaga University School of Law. He is also a graduate of the U.S. Marine Corps’ Command Staff College. He is in the final stages of a doctorate at the University of Oxford, Faculty of Law, Centre of Criminology that focuses on policing.

Professor Richard Sala is the Assistant Director of the Academic Success Program and an Assistant Professor of Law. He joined the VLS faculty in 2019.
Professor Sala enlisted in the United States Marine Corps in 1997, and served as an infantryman for more than a decade, achieving the rank of Staff Sergeant. Professor Sala’s enlisted time included service with Marine Corps Ground Defense/Security Force, Guantanamo Bay, Cuba, 2nd Battalion, 6th Marines, Camp Lejeune, North Carolina, and 6th Marines Regimental Headquarters, Camp Lejeune, North Carolina —during which time he deployed with the 22nd Marine Expeditionary Unit, Special Operations Capable, participating in operations in and around the former Yugoslavia, including Operation Dynamic Response in Kosovo.
In 2001, Professor Sala was selected for commissioned service through the Broadened Opportunity for Officer Selection and Training program. Professor Sala graduated from the University of Colorado in 2003 with bachelor’s degrees in Political Science and International Affairs, a minor in Italian, and a certificate in Central and Eastern European History. He was commissioned as a Second Lieutenant in 2007 through the Naval Reserve Officer Training Corps program. After completing The Basic School and Infantry Officer Course, he reported to 1st Light Armored Reconnaissance Battalion, in Camp Pendleton, California, where he served as a platoon commander, and company executive officer with Company C—completing a deployment in support of Operation Iraqi Freedom.
In 2010, Professor Sala was selected for service a Judge Advocate through the Excess Leave Program. He attended Vermont Law School graduating with a Juris Doctorate (Cum Laude) and a Masters in Environmental Law and Policy (Magna Cum Laude). He was also the recipient of the Maximilian W. Kempner Award.
After completing law school, Professor Sala reported to Legal Services Support Team, Camp Pendleton where he served as a criminal prosecutor with Legal Team Echo and later, as a criminal prosecutor and Officer-in-Charge of Legal Team Delta.
In 2015, Professor Sala joined 1st Battalion, 4th Marines aboard Camp Pendleton, California, where he served as Judge Advocate to the Commanding Officer of Marine Rotational Force-Darwin—completing a deployment to Darwin, Australia in support of bilateral and multilateral training with the Australian Defense Force and regional allies and partners throughout the Indo-Pacific.
Upon returning from Australia, Professor Sala served as Assistant Deputy Staff Judge Advocate to the Commanding General of the 1st Marine Division.
In 2016, Professor Sala was selected to serve as Assistant Professor and Marine Officer Instructor at the University of Rochester where he also earned a Masters in Business Administration from the University of Rochester’s Simon Business School.
Professor Sala retired from the United States Marine Corps in 2018.
Upon retiring, Professor Sala joined the New Hampshire Department of Justice serving as the Attorney to the Commissioner of the New Hampshire Department of Education.
His personal decorations include the Navy and Marine Corps Commendation Medal (x2) and the Navy and Marine Corps Achievement Medal (x2). He is also the recipient of the Lieutenant Colonel Vic Taylor/Major General Edwin B. Wheeler Award for being the Distinguished Graduate of Infantry Officer’s Course, Class 2-08.

Prior to joining the Phoenix Center, Mr. Spiwak was a Senior Attorney with the Competition Division in the FCC’s Office of General Counsel from 1994-1998. While in college, Mr. Spiwak was accepted into the Presidential Stay-In School program where he was responsible for delivering classified and confidential material among senior White House and Reagan Administration officials and received a full FBI security clearance. Mr. Spiwak received his B.A. with Special Honors from the George Washington University and his J.D. from the Benjamin N. Cardozo School of Law. Mr. Spiwak is a member in good standing of the bars of New York, Massachusetts, the District of Columbia, and the U.S. Court of Appeals for the D.C. Circuit.

Tim Strafford serves as Associate General Counsel and Corporate Secretary of the Association of American Railroads (AAR). For two decades, Mr. Strafford’s legal practice has focused principally on the regulation of railroads, including issues related to economic regulation and federal preemption. At the AAR, he has been involved in the development of legislative and regulatory policy and standard setting measures for the freight rail industry. He has represented the railroad industry before the federal courts and federal regulatory agencies including the Surface Transportation Board (STB), Federal Railroad Administration, Federal Communications Commission, Pipeline and Hazardous Materials Administration, Federal Aviation Administration, Bureau of Indian Affairs and Customs and Border Protection.

Brian M. Fish is currently the Senior Advisor to the General Counsel at the Department of Homeland Security where he works on immigration and law enforcement issues. Previously, he was a trial attorney with the United States Immigration and Customs Enforcement, where he represented the Department of Homeland Security in removal hearings before the U.S. Immigration Court. Additionally, he was a Special Assistant United States Attorney and a Baltimore City homicide prosecutor. He is a member of the Federalist Society's Criminal Law & Procedure Practice Group Executive Committee and the President of its Baltimore Lawyers Chapter. He earned his B.A. from LaSalle University in 1992 and his J.D. from Loyola University New Orleans School of Law in 1998.

The Honorable Paul J. Ray is currently Of Counsel at Covington & Burling LLP where he advises clients on regulatory opportunities and challenges and helps them formulate and execute advocacy strategies for their regulatory policy priorities before the executive branch and Congress.
During the first Trump Administration, Paul held various senior positions at the Office of Information and Regulatory Affairs (OIRA) within the White House’s Office of Management and Budget, including as acting, and then Senate-confirmed, head of the office. As OIRA Administrator (the "regulations czar"), Paul supervised the review of hundreds of regulations from across the government, drafted numerous executive orders governing the regulatory process, and led the Administration’s regulatory reform effort. As a result of this experience, Paul is well-positioned to help clients understand and achieve regulatory policy priorities in the context of the government’s regulatory agenda and ongoing reform efforts.
Most recently, Paul was also the Director of the Roe Institute for Economic Policy Studies at The Heritage Foundation. Paul served as a law clerk to Supreme Court Justice Samuel Alito and as a law clerk to the Honorable Debra Livingston of the U.S. Court of Appeals for the Second Circuit.

Jaime A. Santos is a partner in the firm’s Appellate Litigation practice. Her work focuses on appellate matters and complex civil litigation in federal courts, and she has experience in a wide range of areas including ERISA litigation, patent litigation, constitutional law, and product litigation. Ms. Santos has been the primary author of dozens of briefs filed in the Supreme Court, many more briefs filed in federal courts of appeals and federal district courts, and she has presented oral argument in state and federal trial and appellate courts. Ms. Santos also co-hosts the Supreme Court podcast Strict Scrutiny.
Ms. Santos maintains an active pro bono practice. She has been counsel of record in numerous criminal, immigration, and civil rights appeals in the Fourth, Seventh, and Ninth Circuits. She has also advocated on behalf of transgender litigants asserting constitutional claims before the Fourth Circuit and the Supreme Court, and represented a criminal defendant challenging his sentence before the Supreme Court. In 2015, Ms. Santos was honored by the Lawyers’ Committee for Civil Rights for her commitment to pro bono civil rights work.

The German government awarded him the Knight Commanders Cross for his achievements in the course of German unification.
