Randolph J. May is Founder and President of The Free State Foundation. The Free State Foundation is an independent, non-profit free market-oriented think tank founded in 2006.
From October 1999-May 2006, May was a Senior Fellow and Director of Communications Policy Studies at The Progress & Freedom Foundation, a Washington, DC-based think tank. Prior to joining PFF, he practiced communications, administrative, and regulatory law as a partner at major national law firms. From 1978 to 1981, May served as Assistant General Counsel and Associate General Counsel at the Federal Communication Commission.
May has held numerous leadership positions in bar associations. He is a past Chair of the American Bar Association’s Section of Administrative Law and Regulatory Practice. He is a Fellow of the National Academy of Public Administration. Mr. May also has served as a Public Member of the Administrative Conference of the United States and currently is a Senior Fellow at ACUS.
Mr. May has published more than two hundred articles and essays on communications, administrative and constitutional law topics. He is author of A Call for a Radical New Communications Policy: Proposals for Free Market Reform, and co-author of #CommActUpdate: A Communications Law Fit for the Digital Age and The Constitutional Foundations of Intellectual Property. Mr. May is editor of two books, Communications Law and Policy in the Digital Age: The Next Five Years and New Directions in Communications Policy. In addition, he is the co-editor of two other books, Net Neutrality or Net Neutering: Should Broadband Internet Services Be Regulated? and Communications Deregulation and FCC Reform. In the past, Mr. May has written regular columns on legal and regulatory affairs for Legal Times and the National Law Journal, leading national legal periodicals.
He received his A.B. from Duke University and his J.D. from Duke Law School, where he serves as a member of the Board of Visitors.
Nonresident Fellow, American Enterprise Institute
Ajit Pai, a former chairman of the Federal Communications Commission (FCC), is a nonresident fellow at the American Enterprise Institute, where he focuses on issues pertaining to technology and innovation, telecommunications regulatory policy, and market-based incentives for investment in broadband deployment. Concurrently, he is a partner at Searchlight Capital Partners, a global investment firm.
Mr. Pai’s distinguished career at the FCC includes two leadership roles following presidential appointments. He was appointed commissioner by President Barack Obama in 2012, designated chairman by President Donald Trump in 2017, and twice confirmed by the US Senate. While at the helm of the FCC, Mr. Pai had a transformative impact on the future of US technology and communications policy, implementing major initiatives to help close the digital divide; advance US leadership in 5G and other wireless technologies; promote innovation; protect consumers, public safety, and national security; and make the agency itself more open, transparent, and data-driven.
Earlier in his career, Mr. Pai served in various public-sector positions in the FCC’s Office of General Counsel, the US Department of Justice, the US Senate Judiciary Committee, and the US District Court for the Eastern District of Louisiana. He also worked as a partner at Jenner & Block and associate general counsel at Verizon Communications.
Mr. Pai graduated with honors from Harvard University, where he received a bachelor’s degree, and from the University of Chicago Law School, where he received a law degree and was an editor on the University of Chicago Law Review.

Patricia Paoletta is a partner with the law firm of HWG LLP, where she specializes in telecommunications, trade and technology policy. Ms. Paoletta provides advice on regulatory, trade and legislative policy to clients before the FCC, Congress and the Administration. Her clients include providers of content, cloud, mobile broadband, VoIP, international telecommunications, small cells, cognitive radio, public safety and homeland security solutions. She serves on Advisory Boards for several entities engaged in information services, communications and technology.
Ms. Paoletta has accrued considerable experience with telecommunications trade and policy in the public sector. From 1990 to 1995, she was senior advisor to the International Bureau Chief and Office Director at the Federal Communications Commission. In the mid 1990s, Ms. Paoletta served as Director of Telecommunications Trade Policy in the Office of the U.S. Trade Representative, Executive Office of the President, where she worked on the WTO Information Technology Agreement (ITA) and the Basic Telecommunications Agreement. After USTR, Ms. Paoletta served as Majority Counsel to the House Energy and Commerce Committee. She then moved to Level 3 Communications, as Vice President, Government Relations.
Ms. Paoletta is on the Steering Committee of the Transatlantic Roundtable on Telecommunications and Information Technology of the European Institute. She is a member of the USTR Alumni Association, Washington International Trade Association, the Federal Communications Bar Association (FCBA), and Women in Technology. Jeffrey H. Blum is the Senior Vice President of Public Policy and Government Affairs for DISH, overseeing state and federal government affairs in Washington, DC.
Before coming to DISH 2005, Jeff was a partner at Davis Wright Tremaine, where his practice focused on copyright, First Amendment and anti-piracy litigation. At Davis Wright Tremaine, Jeff co-represented a class of songwriters and music publishers in the Grokster P2P file sharing case, which was decided by the United States Supreme Court in favor of Jeff's clients. The Grokster decision established a new basis for secondary copyright liability, called "inducement liability." Jeff was a part-time lecturer at the University of Southern California, Annenberg School of Journalism from 2003-2005, where he taught "Media Law". He currently serves as Chairman of the Satellite Broadcasting and Communications Association (SBCA), and was Co-Chairman of the Broadband Internet Technical Advisory Group (BITAG) from 2013-2015. Angie joined INCOMPAS in 2013 as its chief advocate and general counsel, managing the INCOMPAS policy team and its work before the federal government. Acting Chief, Office of Economics and Analytics, Federal Communications Commission
Dr. Giulia McHenry has been Acting Chief of the Office of Economics and Analytics (OEA) since it was stood up in December 2018. Dr. McHenry directed the stand up of OEA, which is responsible for expanding and deepening the use of economic analysis into Commission policy making, enhancing the development and use of auctions, and implementing consistent and effective agency-wide data practices and policies. Giulia joined OEA in 2018 after serving for three years as Chief Economist of the National Telecommunications and Information Administration (NTIA). She is an expert in the economics of the Internet, telecommunications, and media. She has advised and written reports on a range of issues including broadband policy, adoption and access; the digital economy; and the economics of spectrum and spectrum management.
Prior to joining NTIA, Giulia was a Senior Associate at The Brattle Group, where she focused on telecommunication matters, prepared expert reports and coauthored papers related to spectrum management and valuation, broadband deployment, regulatory proceedings, Universal Service Fund, and competition policy. Giulia received her Ph.D. in economics from the University of Maryland in 2009. She specialized in microeconomics, both applied and empirical methods, focusing on network theory and industrial organization.

JEFFREY S. SUTTON is the Chief Judge of the United States Court of Appeals for the Sixth Circuit. He has served as Chair of the Federal Judicial Conference Committee on Rules of Practice and Procedure, Chair of the Advisory Committee on Appellate Rules, and Chair of the Supreme Court Fellows Commission. He currently serves as Chair of the Executive Committee of the Judicial Conference of the United States. Since 1993, Chief Judge Sutton has been an adjunct professor at The Ohio State University College of Law, where he teaches seminars on State Constitutional Law, the United States Supreme Court, and Appellate Advocacy. He also teaches a class on State Constitutional Law at Harvard Law School. Among other publications, he is the author of Who Decides? Chairman, Federal Communications Commission
Brendan Carr is the Chairman of the Federal Communications Commission. He previously served as the senior Republican Commissioner and as the FCC’s General Counsel. Nominated by both President Trump and President Biden, Carr has been confirmed unanimously by the Senate three times.

Acting Chief, Office of Economics and Analytics, Federal Communications Commission
Dr. Giulia McHenry has been Acting Chief of the Office of Economics and Analytics (OEA) since it was stood up in December 2018. Dr. McHenry directed the stand up of OEA, which is responsible for expanding and deepening the use of economic analysis into Commission policy making, enhancing the development and use of auctions, and implementing consistent and effective agency-wide data practices and policies. Giulia joined OEA in 2018 after serving for three years as Chief Economist of the National Telecommunications and Information Administration (NTIA). She is an expert in the economics of the Internet, telecommunications, and media. She has advised and written reports on a range of issues including broadband policy, adoption and access; the digital economy; and the economics of spectrum and spectrum management.
Prior to joining NTIA, Giulia was a Senior Associate at The Brattle Group, where she focused on telecommunication matters, prepared expert reports and coauthored papers related to spectrum management and valuation, broadband deployment, regulatory proceedings, Universal Service Fund, and competition policy. Giulia received her Ph.D. in economics from the University of Maryland in 2009. She specialized in microeconomics, both applied and empirical methods, focusing on network theory and industrial organization.

JEFFREY S. SUTTON is the Chief Judge of the United States Court of Appeals for the Sixth Circuit. He has served as Chair of the Federal Judicial Conference Committee on Rules of Practice and Procedure, Chair of the Advisory Committee on Appellate Rules, and Chair of the Supreme Court Fellows Commission. He currently serves as Chair of the Executive Committee of the Judicial Conference of the United States. Since 1993, Chief Judge Sutton has been an adjunct professor at The Ohio State University College of Law, where he teaches seminars on State Constitutional Law, the United States Supreme Court, and Appellate Advocacy. He also teaches a class on State Constitutional Law at Harvard Law School. Among other publications, he is the author of Who Decides? States as Laboratories of Constitutional Experimentation and 51 Imperfect Solutions: States and the Making of American Constitutional Law. He is the co-author of a casebook, State Constitutional Law: The Modern Experience, as well as The Law of Judicial Precedent. He is also the co-editor of The Essential Scalia: On the Constitution, the Courts, and the Rule of Law. In 2006, Chief Judge Sutton was elected to the American Law Institute, and in 2017 he was elected to its Council.

Brendan Carr is the Chairman of the Federal Communications Commission. He previously served as the senior Republican Commissioner and as the FCC’s General Counsel. Nominated by both President Trump and President Biden, Carr has been confirmed unanimously by the Senate three times.

Christine is a senior advisor in our antitrust, competition and trade practice with more than 25 years of public and private sector experience at the intersection of law, policy and politics. Based in Washington, DC, she counsels senior executives and boards of directors on how to navigate complex and evolving legal and regulatory regimes to achieve their desired business goals.
Most recently, Christine served as a Commissioner at the Federal Trade Commission (FTC) where she helped shape policies and enforcement actions in the fields of antitrust, consumer privacy and data security and consumer protection. During her tenure, she also testified before the US Congress on several occasions and represented the FTC in bilateral and multilateral discussions abroad.
Before joining the FTC, Christine was a Senior Vice President at Delta Air Lines where she oversaw the carrier’s regulatory and international legal matters. Prior to moving in-house, she was a partner at two international law firms where she worked with clients to achieve regulatory clearance for multi-jurisdictional mergers and to defend businesses in high-stakes investigations.
Her broad sector experience ranges from aircraft and automobiles to veterinary services, video games and virtual reality. She has worked extensively in the highly regulated fields of airlines, healthcare and pharmaceuticals.
After leaving the FTC last year, Christine founded an organization to provide safe housing and comprehensive support services to survivors of human trafficking and sexual exploitation. Freshfields provided pro bono services to the organization including corporate formation. She will continue supporting this organization alongside client practice.

Svetlana S. Gans is a partner in the Washington, D.C. office of Gibson, Dunn & Crutcher, LLP where she helps clients navigate complex consumer protection, privacy, and competition related regulatory proceedings before the U.S. Federal Trade Commission (FTC), , U.S. Department of Justice Antitrust Division, State Attorneys General and other enforcement bodies. Ms. Gans also assists on litigation matters and provides strategic counseling and advice related to public policy issues.
Before joining Gibson Dunn, she served as the Vice President & Associate General Counsel at NCTA, the Internet & Television Association, where she helped lead the association’s consumer protection and competition policy work. Prior to joining NCTA, Ms. Gans served with distinction as Chief of Staff to Acting Chairman Maureen K. Ohlhausen at the FTC. As the agency chief of staff, Ms. Gans managed and oversaw agency operations, including bureau and office heads reporting to the Chairman, a seven-member office staff, and an agency budget of over $300 million. She also served as the Acting Chairman’s key advisor on consumer protection and competition investigations and litigation, working with a diverse team of attorneys and economists to preserve competition and protect U.S. consumers. She created, executed, and oversaw several strategic initiatives for the agency, including the agency process reform, regulatory reform, and data security transparency initiatives. Previously, Ms. Gans had the unique experience of serving in both litigating bureaus of the FTC: the Bureau of Competition and the Bureau of Consumer Protection.
Prior to her time in government, Ms. Gans worked as an antitrust associate at major law firms. Her practice focused on defending consumer product, financial services, and trade association clients in regulatory and private investigations alleging conspiracy and violations of antitrust and consumer protection laws.
Ms. Gans has been an active leader in the ABA Antitrust Law Section (“Section”) for two decades, and currently serves as the Section’s Marketing Officer. Ms. Gans helped create the Section’s Young Lawyer Representative Program, now in its 10th year, and the Section’s Law Ambassador Program, each aimed at developing and promoting the next generation of consumer protection and competition attorneys. Ms. Gans is also active in the Federal Communications Bar Association, currently serving as Co-Chair of the Diversity Pipeline Initiative and the Women’s Leadership Committee.
