After reading Litterae Humaniores at Wadham College, Oxford, on a Rhodes Scholarship from 1971-1974, Paul A. Rahe completed a Ph.D. in ancient history at Yale University under the direction of Donald Kagan in 1977. In subsequent years, he taught at Cornell University, Franklin and Marshall College, and the University of Tulsa, where he spent twenty-four years before accepting a position at Hillsdale College, where he is Professor of History and Political Science and holds The Charles O. Lee and Louise K. Lee Chair in the Western Heritage.
Professor Rahe’s entire scholarly career has been focused on studying the origins and evolution of self-government within the West. His range is considerable. His first book, Republics Ancient and Modern: Classical Republicanism and the American Revolution (1992), was 1200 pages in length and surveyed the origins and development of self-government in ancient Greece and Rome, its re-emergence in a new form in the Middle Ages, the transformation it underwent at the hands of the political philosophers of early modernity, and the statesmanship of the American Founding Fathers. Within the first thirteen months of publication, the hardback edition sold out. Thereafter, it reappeared as an alternative selection of the History Book Club. In 1994, it was reissued in a three-volume paperback edition by the University of North Carolina Press, and it remains in print.
In the course of his career, Professor Rahe has published dozens of chapters on related subjects in edited books and scholarly articles in journals such as The American Journal of Philology, Historia, The American Journal of Archaeology, The American Historical Review, The Review of Politics, The American Journal of Business and Professional Ethics, The Journal of the Historical Society, The National Interest, The Woodrow Wilson Quarterly, and History of Political Thought. He spent two years in Istanbul, Turkey in the mid-1980s as a fellow of the Institute of Current World Affairs; he has been awarded research fellowships by the National Endowment for the Humanities and the Earhart Foundation; and he has held research fellowships at the Center for Hellenic Study, the National Humanities Center, the Woodrow Wilson International Center for Scholars in Washington, D. C. , Clare College at Cambridge University, All Souls College at Oxford University, and the American Academy in Berlin; and he has given a host of public lectures at universities in the United States and abroad – most recently at the Hebrew University and at Al-Quds University in Jerusalem, at the Sorbonne in Paris, at the Royal Military Academy at Sandhurst in England and the Free University in Berlin. In 1997-98, he was named to the Templeton Honor Rolls for Education in a Free Society by The John M. Templeton Foundation, and in 2006 the Society for French Historical Studies awarded him the Koren Prize for the Best Article Published in French History the preceding year.
Professor Rahe co-edited Montesquieu’s Science of Politics: Essays on the Spirit of Laws(2001) with David W. Carrithers and Michael A. Mosher, and he edited Machiavelli’s Liberal Republican Legacy (2006). His second book, Against Throne and Altar: Machiavelli and Political Theory under the English Republic, which examines the political thought inspired by the abortive republican experiment that took place in England in the period stretching from 1649 to 1660, was published by Cambridge University Press in April, 2008. His third and fourth books, Montesquieu and the Logic of Liberty: War, Religion, Commerce, Climate, Terrain, Technology, Uneasiness of Mind, the Spirit of Political Vigilance, and the Foundations of the Modern Republic and Soft Despotism, Democracy’s Drift: Montesquieu, Rousseau, and Tocqueville on the Modern Prospect, were published by Yale University Press in 2009. For his fifth book, The Spartan Way of War, which he hopes to have finished by the end of 2010, Professor Rahe has received a contract from Yale University Press.

Jennifer Daskal joined American University Washington College of Law (WCL) in 2013 as an Assistant Professor of Law. She teaches and writes in the fields of criminal law, national security law, and constitutional law. From 2009-2011, Prof. Daskal was counsel to the Assistant Attorney General for National Security at the Department of Justice and, among other things, served on the Secretary of Defense and Attorney General-led Detention Policy Task Force. Prior to joining DOJ, she was the senior counterterrorism counsel at Human Rights Watch, worked as a staff attorney for the Public Defender Service for the District of Columbia, and clerked for the Honorable Jed S. Charles J. Dunlap Jr. joined the Duke Law faculty in July 2010 where he is currently a professor of the practice of law and Executive Director of the Center on Law, Ethics and National Security. His teaching and scholarly writing focus on national security, law of armed conflict, the use of force under international law, civil-military relations, cyberwar, airpower, military justice, and ethical issues related to the practice of national security law.
Dunlap retired from the Air Force in June 2010, having attained the rank of major general during a 34-year career in the Judge Advocate General Corps. In his capacity as Deputy Judge Advocate General spanning from May 2006 to March 2010, he assisted the Judge Advocate General in the professional supervision of more than 2,200 judge advocates, 350 civilian lawyers, 1,400 enlisted paralegals, and 500 civilians around the world. In addition to overseeing an array of military justice, operational, international, and civil law functions, he provided legal advice to commanders and civilian leaders at all levels.
In the course of his career, Dunlap has been involved in various high-profile interagency and policy matters, including his testimony before the U.S. House of Representatives concerning the Military Commissions Act of 2006.
Dunlap previously served as the senior lawyer (staff judge advocate) at Air Combat Command Headquarters at Langley Air Force Base in Virginia, at Air Education and Training Command Headquarters at Randolph Air Force Base in Texas, and at U.S. Strategic Command, Omaha, Nebraska, among other leadership posts. Additionally, he served on the faculty of the Air Force Judge Advocate General School where he taught various civil and criminal law topics. His 2001 essay written for Harvard University’s Carr Center on “lawfare,” a concept he defines as “the use or misuse of law as a substitute for traditional military means to accomplish an operational objective,” has been highly influential among military scholars and in the broader legal academy.
Dunlap is also the author of the prize-winning essay, “The Origins of the Military Coup of 2012”, originally published in 1992, which was selected for the 40th Anniversary Edition of Parameters (Winter 2010-2011).

Andy Keiser served 14 years on Capitol Hill for former House Intelligence Committee Chairman Mike Rogers - as Senior Advisor to the Committee, Chief of Staff, and Legislative Director handling all national security policy issues.
As Deputy National Security Senior Advisor to the pre-election phase of the Trump for America transition team, Mr. Keiser prepared and advised the transition's policy, personnel and agency action teams on all aspects of the national security portfolio. This included work in the Departments of Defense, State, Justice, Homeland Security, the Intelligence Community, and the National Security Council.
He was also the head writer for a nationally-syndicated radio program and assisted in the production of the CNN series “Declassified.”

Jeremy A. Rabkin is a Professor Emeritus of Law at the Antonin Scalia Law School, George Mason University. Before joining the faculty in June 2007, he was for over two decades a professor in the Department of Government at Cornell University. Eric Talbot Jensen teaches and writes in the areas of Public International Law, Criminal Law, The Law of Armed Conflict, International Criminal Law, and National Security Law. His recent scholarship has appeared in the Texas, Temple, Houston, and Israel Law Reviews, as well as the Stanford Law and Policy Review, Virginia Journal of International Law, Vanderbilt Journal of Transnational Law, and Stanford Journal of International Law. Professor Jensen is a co-author on an Oxford University text analyzing application of the laws of war to the war on terror and is also co-authoring a law school casebook on the Law of Armed Conflict for Aspen Publishing.
Prior to joining the BYU law faculty in 2011, Professor Jensen spent 2 years teaching at Fordham Law School in New York City and 20 years in the United States Army as both a Cavalry Officer and as a Judge Advocate. During his time as a Judge Advocate, Professor Jensen served in various positions including as the Chief of the Army’s International Law Branch; Deputy Legal Advisor for Task Force Baghdad; Professor of International and Operational Law at The Judge Advocate General’s Legal Center and School; legal advisor to the US contingent of UN Forces deployed to Skopje, Macedonia as part of UNPREDEP; and legal advisor in Bosnia in support of Operation Joint Endeavor/Guard.

Eric Kadel is engaged in a wide variety of corporate, transactional and regulatory matters. He is a member of the Firm’s Corporate and Finance, Financial Services, Investment Management, Alternative Investment Management, Cybersecurity, and Commodities, Futures and Derivatives Groups. With regard to financings, Mr. Kadel regularly represents participants in capital markets transactions, and dealers and end users in connection with structuring and documenting a wide variety of swaps and other derivatives, including equity, credit default and commodity swaps, options and forwards. Mr. Kadel’s work in the investment management area includes advising public and private investment companies and investment advisers on a wide variety of transactional, regulatory, compliance and other matters, including registration and regulation. Mr. Kadel also advises clients of the Firm regarding developments in the laws regulating the financial services industry and on cybersecurity issues. First elected in 2016, Congressman Mike Gallagher represents Wisconsin’s 8th District in the U.S. House of Representatives. Mike is a 7th generation Wisconsin native, born and raised in Green Bay.
Mike joined the United States Marine Corps the day he graduated from college and served for seven years on active duty as a Counterintelligence/Human Intelligence Officer and Regional Affairs Officer for the Middle East/North Africa, eventually earning the rank of Captain. He deployed twice to Al Anbar Province, Iraq as a commander of intelligence teams, served on General Petraeus’s Central Command Assessment Team in the Middle East, and worked for three years in the intelligence community, including tours at the National Counterterrorism Center and the Drug Enforcement Agency. Mike also served as the lead Republican staffer for Middle East, North Africa and Counterterrorism on the Senate Foreign Relations Committee. Prior to taking office, Mike worked in the private sector at a global energy and supply chain management company in Green Bay.
After earning his bachelor’s degree from Princeton University, Mike went on to earn a master’s degree in Security Studies from Georgetown University, a second in Strategic Intelligence from National Intelligence University, and his PhD in International Relations from Georgetown.
Mike currently serves on the House Armed Services Committee, where he is a member of the Seapower and Projection Forces, as well as the Readiness Subcommittees. He also serves on the Homeland Security Committee, where he is a member of the Counterterrorism and Intelligence (CTI) and Cybersecurity and Infrastructure Protection (CIP) Subcommittees.

Nathan Kaczmarek is Vice President for Networks at the Federalist Society. He began his legal career in Detroit representing nationwide clients in all phases of healthcare litigation and complex medical malpractice claims. He has since served as a Senior Legal and Policy Advisor in the U.S. House of Representatives and as Counsel for the Subcommittee on Regulatory Affairs and Federal Management in the U.S. Senate.
