Biography

Judge Kansas R. Gooden serves on Florida’s Third District Court of Appeal.

Prior to her appointment by Governor Ron DeSantis in June 2024, Judge Gooden was in private practice for 16 years. She was an equity shareholder in her firm, chaired its appellate department, and served as the firm’s general counsel. She handled all types of civil appellate proceedings, including oral argument, before all of Florida’s district courts of appeal, the Florida Supreme Court, and the U.S. Circuit Court of Appeals for the Eleventh Circuit. She was counsel in over 400 civil appeals and extraordinary writ proceedings. She is one of the few attorneys to argue back-to-back cases on the same day before the Florida Supreme Court.

In addition, Judge Gooden provided trial and litigation support to attorneys throughout the state. She assisted in devising litigation strategy, argued evidentiary hearings and dispositive motions, and often attended trials to help preserve errors for appellate review.

Judge Gooden is a Board Certified Specialist in Appellate Practice and was rated AV Preeminent by Martindale-Hubbell. She was consistently recognized for appellate practice by Florida Super Lawyers, Florida Trend, and U.S. News’ Best Lawyers in America. She received awards from the Florida Defense Lawyers Association, such as the Amicus Award, James A. Dixon Young Lawyer Award, Joseph P. Metzger Outstanding Achievement Award, and President’s Award. Florida’s Guardian ad Litem Program awarded her the Children’s Champion Award in 2019 for her appellate pro bono work.

Throughout her career, Judge Gooden has been active in the legal community. She chaired the Florida Bar’s Appellate Practice Section, its Appellate Board Certification Committee, and its Board of Legal Specialization and Education. She was the president of the Florida Defense Lawyers Association, served on the board of directors of the Third District Court of Appeal Historical Society, and was elected to the Federation of Defense and Corporate Counsel. She is a member of The Federalist Society for Law and Public Policy Studies, and she has spoken at several of its events.

Judge Gooden was a commissioner and vice chair on Florida’s Eleventh Circuit Judicial Nominating Commission and a commissioner on U.S. Senator Marco Rubio’s Judicial Advisory Commission for the Southern District of Florida.

Judge Gooden frequently presents and speaks at legal and judicial conferences. She has spoken on a wide range of topics, including appellate practice, civil trial practice, and insurance law.

Judge Gooden received her J.D. magna cum laude from St. Thomas University School of Law. She was an Articles Editor on the St. Thomas Law Review, a member of the mock trial team, a research assistant, and a teaching assistant for Civil Procedure. She interned at the Third District Court of Appeal with Judge David Gersten. She received her B.B.A. in Finance from James Madison University. She was a member of the National Society of Collegiate Scholars.

Judge Gooden played nationally competitive junior, amateur, and collegiate golf. While in undergraduate school, Judge Gooden was a member of the two-time CAA Conference Champion women’s golf team and was named to the All-Conference Team. She is the 1997 and 1999 Virginia State Girls Golf Champion and was awarded the Marion Miley Bracelet by the Western Women’s Golf Association in 1997.

Biography

On January 14, 2026, Governor Ron DeSantis appointed Justice Adam S. Tanenbaum to be the 94th justice of the Supreme Court of Florida.

Justice Tanenbaum served on the First District Court of Appeal from 2019 to 2026 before joining the Supreme Court.

Before his appointment, Justice Tanenbaum served as general counsel for the Florida House of Representatives (2016–2019). In that position, he provided legal advice and counsel to the Speaker of the House and to House members and staff regarding matters of legislative interest. He also advised House members and senior staff regarding ethics laws, public records requirements, House rules, and issues requiring constitutional or statutory interpretation. He also had primary responsibility for handling litigation affecting the House. Previously, Judge Tanenbaum served as general counsel for the Florida Department of State (2015–2016) and chief deputy solicitor general at the Florida Department of Legal Affairs (2014–2015). He moved with his family to Tallahassee from Tampa in 2014.

Judge Tanenbaum grew up in Pinellas County and was student body president and valedictorian at Seminole High School in Seminole, Florida. He spent most of his professional career living in Tampa and Orlando. He has tried jury and non-jury cases and briefed and argued civil and criminal appeals in state and federal courts. He has worked as an assistant federal public defender in Tampa and Orlando (2008–2010; 2012–2014) and as an assistant public defender in Orlando (2005–2006). He practiced as a private complex commercial litigator in Tampa, Orlando, and New York City, including during several stints at Carlton Fields, P.A. (1997–2001; 2001–2002; 2003–2005; 2010–2011). He also taught complex litigation as an adjunct professor at Stetson University College of Law (2001; 2007). He now teaches a spring course on legislative power as an adjunct professor at Florida State University College of Law.

In 1993 Judge Tanenbaum earned a bachelor of arts degree (major in political science and minor in economics), with honors, from the University of Florida, where he was co-valedictorian; recognized with awards for Outstanding Male Leader and Four-Year Scholar; and inducted into Phi Beta Kappa, Florida Blue Key, and the UF Hall of Fame. He graduated cum laude with a law degree from Georgetown University Law Center in 1996 and was selected to be his section’s commencement speaker. He started his legal career as a law clerk to then-U.S. District Judge Stanley Marcus in the Southern District of Florida.

Mohammad Jazil

Biography

Mohammad “Mo” Jazil is a partner with Holtzman Vogel. His broad litigation practice includes state and federal constitutional cases, financial disputes, environmental disputes, white-collar criminal matters, and government investigations. Mohammad has served as first chair in federal and state court trials. He has briefed and argued dispositive motions and appeals before the federal courts, state appellate courts, and state supreme courts. He has also briefed cases before the U.S. Supreme Court, though he has never argued a case there.

Chambers USA calls Mohammad “a very good thinker,” “fantastic,” and “an excellent litigator.”

Since the summer of 2018, Mohammad has represented two Florida Governors and four Florida Secretaries of State on election-related and redistricting matters before federal and state trial courts, the Florida Supreme Court, the Eleventh Circuit, and the U.S. Supreme Court. Notably, this work includes wins in nine federal cases related to Florida’s 2018 recounts; the successful defense of Florida’s felon re-enfranchisement program; federal and state-court decisions upholding Florida’s most recent congressional plan; and the defense of various election-related statutes.

Mohammad represents other public officials as well. He has represented two Speakers of the Florida House of Representatives on issues as varied as cannabis regulation and transportation policy. And he has represented Florida’s Surgeon General, members of Florida’s Boards of Medicine and Osteopathic Medicine, and the head of Florida’s Medicaid agency on health-policy issues.

Finally, Mohammad routinely represents companies and individuals on a variety of issues. This work includes pricing and tax disputes involving some of the country’s largest companies, commercial disputes where he has obtained and collected on eight-figure trial judgments, and criminal proceedings.

Daniel E. Nordby

Biography

Daniel Nordby is a partner in the Tallahassee office of Shutts & Bowen LLP, where he is a member of the Appellate Practice Group. His practice focuses on high-profile, high stakes matters of law and public policy, particularly in the areas of constitutional, appellate and administrative law.

Over the course of his career, Daniel has developed extensive experience in the area of government and administrative law. He is a Past Chair of the Florida Bar’s Administrative Law Section and has served on the Section’s Executive Council for more than a decade. Daniel has represented clients in some of Florida’s largest competitive procurements and has served as counsel of record in a variety of administrative and judicial proceedings involving the application of constitutional and administrative law principles. He has personally presented oral argument on multiple occasions before the Florida Supreme Court, Florida’s First District Court of Appeal, and the Federal Court of Appeals for the Eleventh Circuit on high-profile matters of constitutional law. Daniel draws on his prior service in the public sector when representing businesses, individuals and governmental clients on their most challenging legal issues. As General Counsel to then-Governor Rick Scott from 2017-2019, Daniel provided oversight and strategic direction for all major litigation involving Florida’s executive branch agencies and advised Governor Scott on the appointment of more than 100 judges to Florida’s trial and appellate courts. Daniel’s career also includes service as General Counsel to the Florida House of Representatives, General Counsel to Florida’s Secretary of State, Assistant General Counsel to the Florida Department of Education, and Staff Attorney to the Florida Legislature’s Joint Administrative Procedures Committee.

Daniel continues his public service as a gubernatorial appointee to the Florida Supreme Court Judicial Nominating Commission. After serving on the Commission from 2012-2018 as a direct appointee of Governor Scott, Daniel was appointed by Governor DeSantis in July 2019 to a third term. He currently serves as Chair of the Florida Supreme Court Judicial Nominating Commission.

Daniel is also involved with several non-profit and community groups. He is a graduate of Leadership Florida (Connect VI), a member of Florida Blue Key, a member of the American Enterprise Institute’s Leaders Network, and a member of the James Madison Institute’s Inaugural Class of Leaders Fellows. Daniel is on the Steering Committee of the Tallahassee Lawyers Chapter of the Federalist Society for Law and Public Policy Studies and is a Past President of both its Tallahassee Lawyers Chapter and University of Florida Student Chapter. Daniel is an Eagle Scout and attends St. Peter’s Anglican Cathedral in Tallahassee.

Daniel is a “triple-Gator” with three degrees from the University of Florida: a J.D. (with high honors), a B.S. in Microbiology and Cell Science, and a B.A. in Classical Studies. Jordan E. Pratt

Judge, Florida Fifth District Court of Appeal

Biography

In April 2023, Judge Jordan E. Pratt was commissioned as a member of the Florida Fifth District Court of Appeal following his appointment by Governor Ron DeSantis.

Before joining the court, Judge Pratt worked as senior counsel at First Liberty Institute and served in various roles in state and federal government: as senior counsel in the U.S. Department of Justice, deputy general counsel in the U.S. Small Business Administration, and deputy solicitor general in the Florida Office of the Attorney General. As a deputy solicitor general, he defended significant Florida legislation and executive actions at every level of the state and federal court systems, with successful arguments before the U.S. Court of Appeals for the Eleventh Circuit, the Florida Supreme Court, and Florida’s First District Court of Appeal.

Judge Pratt graduated as a co-valedictorian of his undergraduate class at the University of Florida. He then received his J.D., magna cum laude, from the University of Florida College of Law, where he was a law review editor and president of the school’s Federalist Society and Christian Legal Society chapters. During law school, he interned for the Hon. Jeffrey S. Sutton on the U.S. Court of Appeals for the Sixth Circuit.

After his graduation from law school, Judge Pratt served as a law clerk to the Hon. Harvey E. Schlesinger on the U.S. District Court for the Middle District of Florida, Jacksonville Division. He then clerked for the Hon. Jennifer W. Elrod on the U.S. Court of Appeals for the Fifth Circuit.

Judge Pratt has held several fellowships, including an Olin–Searle Fellowship at Florida State University’s College of Law, and has published scholarship in the Tennessee Law Review, the Nebraska Law Review, and the Mississippi Law Journal. He is a member of the Federalist Society for Law & Public Policy Studies, and he has held several leadership roles in the organization, including service as president of its Tallahassee Lawyers Chapter from 2016 to 2019.

Morgan W. Streetman

Biography

Mr. Morgan Wood Streetman is the founder and principal of Streetman Law in Tampa, Florida. Mr. Streetman is licensed to practice law in Florida and Mississippi, where he was born. He is also licensed to practice before all federal courts in the Northern and Middle Districts of Florida, the Northern and Southern Districts of Mississippi, and the United States Court of Appeals for the Fifth Circuit.

Mr. Streetman has a wealth of experience in business transactions and disputes. He advises small and closely-held businesses on all of their legal needs, which range from contracts with customers and vendors, to employee relations and human resources issues, to shareholder or member disputes, just to name a few.

Part of Mr. Streetman’s business practice is his focus on representing construction-related businesses and individuals. He has handled every aspect of construction law, including drafting contracts, helping individuals obtain proper licensing, construction liens, construction defect claims, and payment and performance bond claims against surety bonding companies.

Mr. Streetman represents individuals who have been injured by another’s negligence, which includes everything from car and trucking accidents, to dog bites, to a landlord’s allowing a criminal assailant to enter an apartment building common area and viciously attack a tenant by failing to secure common areas with locks and keys.

Mr. Streetman received his law degree from Duke University in Durham, North Carolina and his undergraduate degree in Economics from the University of Florida in Gainesville. While at the University of Florida, Mr. Streetman was honored with election to the Phi Beta Kappa Society, which is the nation’s oldest and most prestigious academic honor society. The Society invites less than 1 percent of graduating seniors to become members.
