Jennifer Walker Elrod is the Chief Judge of the United States Court of Appeals for the Fifth Circuit. She was nominated to the Fifth Circuit in 2007, and she served as a Circuit Judge on the court until assuming the role of Chief Judge in October 2024. Prior to serving as a Circuit Judge, Chief Judge Elrod was appointed and then twice elected Judge of the 190th District Court of Harris County, Texas, where she spent over five years presiding over more than 200 jury and non-jury trials.

Senior Attorney, Institute for Justice
Rob Johnson is a senior attorney at the Institute for Justice, where he litigates to protect private property, free speech, and other individual rights. Rob is a nationally-recognized expert on civil forfeiture. He previously represented a series of small business owners who had their entire bank accounts seized by the IRS, and he launched an initiative that resulted in the IRS reopening hundreds of closed forfeiture cases and returning millions of dollars. He has also litigated cases challenging the constitutionality of civil forfeiture procedures, and he scored a victory striking down a forfeiture program as a violation of due process.
Beyond civil forfeiture, Rob has litigated cases defending a range of constitutional rights. He was part of teams that successfully challenged occupational licensing requirements for tour guides in Savannah and Charleston. He also developed a class action lawsuit fighting the NYPD’s use of a draconian “no-fault eviction” statute to coerce residents to waive their constitutional rights, which led New York City to reform the challenged law.
Rob’s writing has been published in the Wall Street Journal, Washington Post, Politico, and Reason, among other venues. Rob has testified about occupational licensing before the House and Senate Judiciary Committees and has twice testified about civil forfeiture before the House Ways & Means Oversight Subcommittee. He has also testified before state legislatures across the country.
From 2014-2017, Rob served as IJ’s first Elfie Gallun Fellow for Freedom and the Constitution. In that role, Rob wrote and spoke about the vital role the U.S. Constitution plays in protecting our most precious freedoms. He is currently at work on a book about the Fourteenth Amendment.
Rob studied literature and anthropology at Columbia University, and he studied law at Harvard Law School. Upon graduation, he clerked for Chief Judge Alex Kozinski on the Ninth Circuit and for Justice Anthony Kennedy on the Supreme Court.

She has a book forthcoming with Oxford University Press in the Very Short Introduction Series entitled “The Jury.” She is also working on a book about the American civil jury, from the colonial period to the present.

Christopher J. Walker is a Professor of Law at the University of Michigan. Prior to joining Michigan law faculty in 2022, he spent a decade teaching at The Ohio State University Moritz College of Law. Judge Kevin C. Newsom is a member of the United States Court of Appeals for the Eleventh Circuit. He sits in Birmingham, Alabama.
Before his appointment to the bench, Judge Newsom was the head of the appellate practice group at Bradley Arant Boult Cummings LLP and, before that, the Solicitor General of Alabama. As a practicing lawyer, Judge Newsom argued four cases in the Supreme Court of the United States, and nearly 40 more in the United States Courts of Appeals and state supreme and appellate courts.

Michael Trinh is currently Associate General Counsel at OpenAI working on litigation and regulatory matters. He was formerly Head of Litigation Advance at Google where he led a team handling a broad portfolio of litigation strategy, research, amici briefs, and proactive/enforcement litigation across the company’s product areas.
In prior roles over 14 years at Google, Mike managed a group defending patent litigation worldwide, and also served as product counsel at Google X for emerging ‘moonshots’ (innovation projects primarily in developing economies). He guided experimental aviation projects as they evolved from research concept towards market introduction, handling the legal/regulatory issues arising from high altitude balloon-mounted telecommunication networks, drone delivery of burritos, kite-generated electricity, and cargo airships. Before this science fiction, he was Litigation Counsel at Google, managing a team handling a fast-growing docket of 100+ patent litigation cases in courts worldwide.
Previously, he was a technology/IP litigation associate at Orrick, Herrington and Sutcliffe in San Francisco. He also handled national security issues while representing, pro bono, Guantanamo Bay detainees challenging their indefinite incarceration without ever being charged. Mike graduated from the Georgetown University Law Center (2005) and the University of North Carolina at Chapel Hill (2002, B.S. Comp Sci). While he grew up in Raleigh, NC, he now lives in the San Francisco Bay Area with his wife and a string cheese-seeking dog (who was once featured in the Financial Times).

Alex Okuliar is Co-Chair of Morrison Foerster’s Global Antitrust Law Practice Group. He is the former Deputy Assistant Attorney General for Civil Antitrust Enforcement at the U.S. Department of Justice and a former advisor at the Federal Trade Commission.
Alex’s practice spans merger review, civil litigation, and criminal investigations. Over his twenty-five-year career, Alex has worked on nearly one thousand deals. He has deep experience guiding clients through the complex global merger clearance process and has litigated agency merger challenges through trial. He has also helped clients succeed in a wide range of federal and state cases, including class actions and private party disputes alleging price fixing, monopolization, group boycotts, market allocation, and tying. His understanding of the agency processes from the inside allows him to offer expert, timely, and practical advice to clients navigating merger and conduct investigations by the U.S. Department of Justice, the Federal Trade Commission, state Attorneys General, and foreign agencies. Alex’s work has been recognized by leading industry publications such as Chambers, The Legal 500 U.S., and Global Competition Review.
Outside of client work, Alex is a prolific thought leader and was recognized as a 2024 Top Author for Antitrust & Trade Regulation by JD Supra’s Readers’ Choice Awards. He currently serves as the co-chair of the ABA Antitrust Law Section’s Joint Conduct Committee and is the former chair of the Section’s Intellectual Property Committee and co-chair of the 2023 Antitrust Fall Forum on Artificial Intelligence. Jennifer Walker Elrod is the Chief Judge of the United States Court of Appeals for the Fifth Circuit. She was nominated to the Fifth Circuit in 2007, and she served as a Circuit Judge on the court until assuming the role of Chief Judge in October 2024. Prior to serving as a Circuit Judge, Chief Judge Elrod was appointed and then twice elected Judge of the 190th District Court of Harris County, Texas, where she spent over five years presiding over more than 200 jury and non-jury trials.

His current book project—The Founders' President (under contract, Harvard University Press)—develops a comprehensive account of presidential power at the American Founding. He is also co-authoring a new constitutional law casebook, scheduled for publication by Foundation Press in 2020.
Professor Mortenson is an award-winning teacher and an active litigator. Representative constitutional matters include his work as lead counsel in a pre-Obergefell suit that required Michigan to recognize the marriages of more than 300 same-sex couples; his representation of discharged military service members challenging the "Don't Ask, Don't Tell" law; and his work as one of the principal drafters of the merits briefs in the landmark case Boumediene v. Bush, which secured the right of Guantanamo detainees to challenge their incarceration. He regularly litigates complex transnational matters in the U.S. courts, and has served as arbitrator, counsel, and expert witness in a wide variety of commercial and investor-state disputes.

Christopher J. Walker is a Professor of Law at the University of Michigan. Prior to joining Michigan law faculty in 2022, he spent a decade teaching at The Ohio State University Moritz College of Law. Kyle George previously served as Nevada’s First Assistant Attorney General under Attorney General Aaron Ford, where he supervised over 100 attorneys across 9 divisions responsible for legal representation of Nevada’s State Agencies, Boards, and Commissions, as well as civil litigation and regulatory and administrative proceedings.

Eric Hamilton serves as the Deputy Assistant Attorney General for the Federal Programs Branch of the Civil Division. He previously served as the Solicitor General for the State of Nebraska and as an Assistant Solicitor General in the Texas Attorney General’s Office. During the first Trump Administration, Eric worked as an Associate Counsel to the President in the Office of White House Counsel. Earlier in his career, he was in private practice in Washington, D.C. and clerked for Judge Thomas M. Hardiman on the U.S. Court of Appeals for the Third Circuit.
