After a law is passed by Congress, how is it put into effect? Most laws give broad grants of authority to administrative agencies. The agency staff research various ways to apply the law and then propose regulations that will effectively enact Congress’ intention. The process can often take years and generate dozens to hundreds of rules for a single law.
