David R. Duggan is a judge serving on the 5th circuit court of Tennessee out of Blount County. Judge Duggan has served in this role since 2008, before which he was a general session judge in Blount County for three years. He started his career in private practice and worked at the law firm Nicholson, Garner and Duggan from1987 to 2004. Judge Duggan received both his Bachelor's Degree and JD from the University of Tennessee. On top of his judgeship, Judge Duggan serves as the Alcoa City Historian, Director and President-Elect of the Blount County historical Museum, Director of the Blount County Historic Trust, and is Chairman at the Alcoa First United Methodist Church.
